ByKristenDeGroot The Associated Press PHILADELPHIA A bomb stuffed inside a padded envelope exploded in a downtown apartment early Tuesday when a man opened the package, ap- parently thinking it con- tained medicine, police said. The victim was hos- pitalized with hand and chest injuries. Federal agents and the city bomb squad were in- vestigating the blast that injured a man in his 60s at about 4 a.m. The man's name has not been re- leased. Authorities said he had arrived home at that hour after being out of town, and was opening his mail. Chief Inspector Joe Sul- livan said at a press con- ference Tuesday afternoon the envelope contained some type of shrapnel and caused "substantial dam- age" to appliances in the kitchen. The man's most serious injuries involved his left hand. The package was "tar- get specific," Philadelphia Police Commissioner Rich- ard Ross said. Authorities do not believe the envelope was sent in the mail, be- cause it had an old barcode on it, he said. Authorities have not seen the type of explosive device in Philadelphia be- fore, Sullivan said, but they are "familiar with it in other areas of the world." Bureau of Alcohol, To- bacco, Firearms and Ex- plosives special agent Sam Rabadi said the device is being analyzed an ATF laboratory. The victim was taken to Thomas Jefferson Uni- versity Hospital and was in stable condition after surgery. The man opened the package near the stove in the kitchen of the apart- ment he shares with a roommate, leading police to initially believe the blast may have been an acciden- tal explosion caused by an inhaler getting too close to heat. Investigators are run- ning down a number of leads but have no motive yet, Rabadi said. "We are going to look at every possible motive that comes across our radar," he said. Aly King and Brian Mul- doon live two doors down from the townhouse where the blast happened and said they didn't hear any explosion, but their dog woke up around 3:45 a.m. King said she let her puppy out in the back- yard and that is when she heard firefighters in the alley, shuffling garbage cans, and saw emergency vehicles filling the street. They said they had never met the victim. "It's kind of a pecu- liar time of day to open a package, at 4 a.m.," Mul- doon said. Ten residents were evac- uated from nearby apart- ments, but were allowed to return after the bomb squad cleared other pack- ages. The victim's roommate told police that the man often receives medical in- halers in the mail. He was home at the time of the blast but was uninjured. By Patrick Whittle The Associated Press The controversy over drilling for oil in the At- lantic Ocean has been re- ignited by the election of Donald Trump, and envi- ronmentalists and coastal businesses say it could be the first major fault line that divides them from the new president. The Obama administra- tion has moved to restrict access to offshore oil drill- ing leases in the Atlantic, as well as off Alaska. Com- mercial oil production has never happened off the East Coast — and environmen- talists consider that a ma- jor victory during Obama's tenure. But President-elect Trump has said that he in- tends to use all available fuel reserves for energy self-sufficiency — and that it's time to be opening up offshore drilling. While supporters say that expanded oil explo- ration is poised to become one of Trump's signature accomplishments, environ- mentalists and other oppo- nents see oil drilling policy as a looming conflict. Jac- queline Savitz, vice presi- dent of the ocean conser- vationist group Oceana, said she fears a return to the hard-fought struggles environmentalists faced with the previous Republi- can administration. "We're hoping we're not about to fall back into the 'drill, baby, drill' way of thinking," she said. "Off- shore drilling in the At- lantic is not a good invest- ment." The American Petroleum Institute, a key voice of the oil and gas industries, has long said more aggres- sive drilling is needed for the U.S. to remain a world leader in energy produc- tion. The group accused Obama in May of lacking a long-term "vision" for fos- sil fuels extraction; its lead- ers say that Trump's pres- idency represents a new dawn and that they intend to hold him to his word about fossil fuels. "As a candidate, Presi- dent-elect Trump pledged to pursue an energy ap- proach that would include opening federal lands for oil and gas production in- cluding offshore areas," said institute spokesman Michael Tadeo. Early signs suggest Trump will make good on his plans for more aggres- sive drilling. One of his favorites to lead the Environmental Protection Agency is Myron Ebell, director of the Cen- ter for Energy and Envi- ronment at the Competitive Enterprise Institute and a prominent rejecter of the scientific consensus on cli- mate change. He is a long- time ally of the petroleum industry and a critic of the agency he would lead. Trump's favorites for energy secretary include Oklahoma oil billionaire Harold Hamm and drilling proponent Rep. Kevin Cra- mer of North Dakota. The Trump transition team did not respond to re- quests for comment. Trump has said that it's "incredi- ble that we're going slow on drilling," and that he supports coastal drilling when it "can be done re- sponsibly." Trump's stance threat- ens to put a political prom- ise ahead of science, said Cascade Sorte, a professor of biology with a focus on marine systems at the Uni- versity of California, Irvine. "I'm concerned there might not be the data that we need about what we're destroying before we de- stroy it," she said. The Gulf of Mexico is the main offshore area that the U.S. plumbs for oil and gas. But in March 2010, Obama's administration released a report that said the Gulf alone can't be expected to meet increasing energy demands. The report in- cluded the possibility of opening up offshore Vir- ginia for oil and gas explo- ration, and the administra- tion signaled leases in the middle and southern East Coast were possible. The plan got immediate pushback from environ- mental groups, who feared it would damage ecosys- tems. A month later, the Deepwater Horizon explo- sion in the Gulf of Mexico put a hold on plans for ex- panding drilling. Environmentalists say any attempt to reverse Obama's restrictions on At- lantic and Alaskan drilling would galvanize resistance, as happened after the Gulf spill — and before that, fol- lowing the 1969 Santa Bar- bara, California, oil spill and the 1989 Exxon Val- dez oil tanker disaster in Alaska. "If President-elect Trump tries to undo any of those measures, he will be rejecting both science and the people and he will meet opposition," said Green- peace spokesman Perry Wheeler. Democratic senators on both coasts have called for Obama to block any possi- bility of Pacific or Atlantic drilling before Trump takes office. Many Alaska officials strongly back opening the Beaufort and Chukchi seas in the U.S. portion of the Arctic Ocean to drilling. But Obama's administra- tion last week announced a five-year offshore drill- ing plan that blocks the sale of new oil and gas drilling rights there. Drill, baby, drill?
