From the firehouse: It's all about water By DAVE CARR Red Bluff Fire Department Red Bluff Fire Department is audited periodically by the ISO (Insurance Services Office) to determine our ISO rating. The rat- ing system is designed and admin- istered by ISO for all fire depart- ments nationwide and helps set fire insurance premiums. The better the rating, the cheap- er insurance premiums can be. RBFD currently has an ISO rating of 3. An ISO rating of 1 is the highest rating and our rating of 3 is very respectable. There are many things that are evaluated during an ISO audit including staffing levels, training and one of the most impor- tant things is water supply. Our fire engines all carry water. Most carry 750 gallons and that gets us going at a fire but lasts only about seven minutes and by then we need to be connected to a hydrant. Water supply and distribu- tion in Red Bluff is very good and we have around 600 hydrants that our fire and water departments maintain and test each year. Toward the end of March the fire department in conjunction with the water department will begin testing hydrants. Hydrants are flushed and gauges are attached whereby the pressure and gallonage of each hydrant can be determined. At a fire we rely on good hydrant pressure to one of our fire pumps and then the pressure is increased to supply hose streams for firefighters entering the burning structure. We need a minimum of one hun- dred gallons of water per minute to the nozzle to safely and efficiently fight a fire. We also need good pressure to the fire pump so the fire attack lines can be put in service and most of our hydrants hover around 60-90 psi (pounds of pres- sure per square inch) and this is very good! Another factor in water distribution systems is hydrant spacing. Our fire engines carry up to eight hundred feet of large diameter supply hose. We carry five inch supply hose and will stop at a nearby fire hydrant, drop supply hose and then "lay in" to a fire leaving supply hose out on the ground as we drive to the fire. A firefighter will flush the hydrant and then wait for a signal from the engineer (drives and pumps the apparatus). When the engineer has the supply hose con- nected to the fire pump, they will signal the firefighter at the hydrant to turn it on and then we have an unlimited water source. Spacing of hydrants takes care- ful consideration during the con- struction phase of a building and we typically space our hydrants not more than five hundred feet apart mainly because our fire engines only carry eight hundred feet. So, toward the end of March you may see crews out flowing and test- ing hydrants, which often takes four to six weeks to complete. This gives us the opportunity to test the strength of our firefighting water system and identify any potential repair or main- tenance needs. You may see a great deal of water flowing down the gutter and each year we receive calls from people wondering where all the water is coming from. One request we have from you is if you see a hydrant that continues to leak for hours or days, please let us know so we can have it repaired. Also, we request that you help us in keeping vegetation away and keep hydrants unobstructed by bushes or fencing. In the end part of our success in fighting fires relates to a good water supply and unobstructed access to fire hydrants. RBFD responses for Feb. 24 through March 1, 2010: 46 emer- gency medical calls, 1 traffic colli- sion, 1 illegal burning call, 1 car- bon monoxide alarm, 2 flue fires, 1 hazmat, 1 smoke check. As always, I welcome public comment and concerns. Dave Carr is an engineer with the Red Bluff Fire Department. He can be reached at dcarr@rbfd.org or by calling the station at 527- 1126. Retirement celebration Photo Courtesy of Jake Hickok The Red Bluff Fire Department celebrated the retirement of Capt. Vern Raglin on Feb. 27 honoring Raglin for his 26 years of dedication. Raglin, pictured above, admires a plaque with a piercing noozle made by RBFD Engineer Jimmy Heinle. The plaque was presented by Heinle and Red Bluff Volunteer Fire Department President Kevin Turner. Below, Engineers Dave Carr, right, and Mark Moyer, left, square up their debts with their captain. The evening included many pictures and stories shared by friends and family including jokes about how Raglin's cooking always included Worchestshire sauce and leftovers always cost more. Engineer Matt Shobash, vice president of the RBVFD presented Raglin with a gift from everyone, a guided fly- fishing trip. Spring is almost here and with the warmer weather comes the need to water your yard.
