"On Wednesday, the Joint Council, an organized labor asso- ciation representing the approxi- mately 530 members of the coun- ty's miscellaneous unit, voted to reject the Board of Supervisors' last, best and final contract offer," Tehama County Chief Adminis- trator Bill Goodwin said in the release. "The county's final offer included salary increases totaling 2 percent over an 18-month term, commitment to consider employ- ees' reasonable requests for al- ternative work schedules, and sick leave accrual caps consis- tent with the management unit. John Leach served on the coun- cil 2008-2012. He was born in Lathrop and moved to Orland, where he spent most of his child- hood, when he was 15 months old. He grew up on a 10 acre dairy farm and attended all Or- land schools. While in high school Leach joined the Navy Reserves and after graduation he was on active duty in the Air Force. He has been married for more than 30 years and has two children and two grandsons. Robert Snow was born and raised in Corning and is the third generation. His grandfather worked for Corning High School and his father worked for the city as the Public Work Director. Snow spends his time with his wife, Kelly, and their two children. He's worked as a plant manager for 18 years for Vulcan, where he does welding and fabrication work. He has been with the Corning Volun- teer Fire Department for 12 years. Jose "Chuy" Valerio has lived in Corning for 15 years. He and his wife Sandra have two girls, 5 and 7, and are expecting a baby in three weeks. The pair recently gradu- ated from Brad Myers Police K-9 Training School in Butte County, where they underwent a five-week school approved by Peace Officer Standards and Training after spending about two months prior to the course getting acquainted, Talley said. Born and raised in Corning, Talley has been with the de- partment three years. Prior to that Talley served in the Army for five years as a Military Po- lice officer. The cost for 2-year-old Ar- ies, about $9,500 between pur- chase and training, was paid for through funds raised from a gourmet hot dog bar that brought in about $11,000, Tal- ley said. "It's all a result of the fund- raiser and various community donations," Talley said. "We've had dozens of private donors and the Tehama County Sher- iff's Department and California Highway Patrol assisted. It'd be easier to say who didn't help." Aries is a dual-trained dog, which means he can do regu- lar patrol work and search for drugs. He is specifically trained to seek out the scents of meth- amphetamine, heroine, cocaine and marijuana. This is the second K-9 for the department with the acquisition of Many in 2012. One dog pro- vides coverage for about 25 per- cent of the time in a week, which means the department has a dog on shift about 50 percent of the time, Talley said. Thanks to a partnership with the Tehama County Sheriff's Department, which also has two K-9s, there is a greater ability to have K-9 officers available. "We rely on them and they rely on us," Talley said.
