Experts say, however, that any spike in service- station prices should only be temporary. Colonial Pipeline Co. said Friday that it doesn't expect to fully reopen its primary gasoline pipeline until next week. It is one of two major pipelinesthatconnectmore thantwodozenrefineriesin Texas and Louisiana with cities in the East, from At- lanta to New York. The Co- lonial pipeline provides nearly 40 percent of the re- gion's gasoline and usually runsatornearfullcapacity. Prices on futures con- tractsforwholesalegasoline rose about 2 percent Friday to $1.46 a gallon after rising 5 percent on Thursday. Colonial said that supply disruptions would be felt first in Georgia, Alabama, Tennessee, North Carolina and South Carolina. Tom Kloza, an energy analyst with the Oil Price Information Service, said some stations in the South- eastcouldrunshortonsup- ply and boost their prices by 20 or 30 cents a gallon. Congress is moving closer to spend- ing hundreds of millions of dollars to further restore and protect Lake Tahoe, just two weeks after Presi- dent Obama made his first visit and delivered an im- passioned plea about the inseparable link between its economy and environ- ment. With a 95-3 vote Thurs- day, the Senate approved a measure that calls for spending $10 billion on wa- ter quality projects nation- wide over the next decade, including $415 million for the Lake Tahoe Restoration Act. The measure now goes to the House. "This legislation is criti- cal to continue our progress in restoring and conserving Lake Tahoe's environment for future generations," said Joanne Marchetta, execu- tive director of the bistate Tahoe Regional Planning Agency, which oversees the lake that straddles the Ne- vada-California line atop the Sierra Nevada. Since President Clinton signed the initial act into law in 2000, nearly $2 bil- lion has been spent on proj- ects at the lake by private entities along with the fed- eral, state and local govern- ments. The measure, which expired in 2009, autho- rized $300 million in fed- eral money. Clinton attended the first Tahoe Summit at the invita- tion of U.S. Sen. Harry Reid, D-Nev., in 1997. Obama ac- cepted a similar invitation to speak at the 20th annual summit on Aug. 31. "The beauty of Lake Tahoe is unparalleled," Reid said. "We must do ev- erything we can to keep it that way." He then immedi- ately peddled another false conspiracy. "President Barack Obama was born in the United States, period," Trump de- clared, enunciating each word in a brief statement at the end of a campaign ap- pearance. "Now we all want to get back to making Amer- ica strong and great again." But as the GOP presiden- tial nominee sought to put that false conspiracy theory to rest, he stoked another, claiming that the "birther movement" was begun by his Democratic rival, Hill- ary Clinton. There is no ev- idence that that is true. "Hillary Clinton and her campaign of 2008 started the birther controversy. I finished it," Trump said. While the question of Obama's birthplace was pushed by some bloggers who backed Clinton's pri- mary campaign against him eight years ago, Clin- ton has long denounced it as a "racist lie."
