North Korea already has a variety of land-based mis- siles that can hit South Ko- reaandJapan,includingU.S. militarybasesinthosecoun- tries. But its development of reliablesubmarine-launched missiles would add weapons that are harder to detect be- fore liftoff. South Korea's military condemned the launch as an "armed protest" by North Koreaagainstthestartofan- nual South Korean-U.S. mil- itary drills, but acknowl- edged it was an improve- ment over previous tests of similar missiles. "North Korea's nuclear and missile threats are not imaginary threats any lon- ger, but they're now becom- ing real threats," South Ko- rean President Park Geun- hye said of the launch. "Those threats are coming closer each moment." The United Nations Se- curity Council scheduled an emergency meeting on the launch at the request of the United States and Ja- pan. The U.N. said the coun- cil would hold closed consul- tations on the launch late Wednesday afternoon. State Department spokes- woman Elizabeth Trudeau said in a statement that the U.S.stronglycondemnedthe launch and called on North Korea to "refrain from ac- tions and rhetoric that fur- ther raise tensions in the re- gion." She said the missile launch marked the latest in an "accelerating campaign" of missile tests that violate multipleU.N.SecurityCoun- cil resolutions. "The U.S. commitment to the defense of our allies in- cluding the Republic of Ko- rea and Japan in the face of these threats remains iron- clad," she said. The mis- sile, fired from a submarine off the eastern North Ko- rean coastal town of Sinpo, reached into Japan's air de- fense identification zone, ac- cording to Seoul and Tokyo officials. The U.S. Strategic Command said it tracked the launch of the presumed KN-11 missile into the Sea of Japan. Its 500-kilome- ter (310-mile) flight puts all of South Korea within its range if it is fired near the two countries' border. Mis- siles of such capability could also potentially strike parts of Japan, including U.S. mil- itary bases on the island of Okinawa, considering the operational range of North Korea's Sinpo-class sub- marines, which can move about 1,000 kilometers (620 miles) underwater at a time, said analyst Kim Dong-yub at Seoul's Institute for Far Eastern Studies. North Korea fired two missiles from submarines earlier this year, but South Korean defense officials be- lievetheyexplodedinmidair after flying less than 30 kilo- meters(18miles).Thelaunch was the latest in a series of missile, rocket and other weapon tests this year by North Korea, which is push- ing to acquire reliable weap- ons that are capable of strik- ingtargetsasfarawayasthe continental United States.
