The Assembly and Senate approved the research fund- ing Thursday as part of several pieces of budget-related legisla- tion. Gun-violence researchers have long complained that funding is hard to find since Congress in 1996 prohibited the Centers for Disease Control and Prevention from paying for gun research. Democratic Sen. Lois Wolk of Davis says violent acts includ- ing the weekend mass shooting at a nightclub in Orlando, Flor- ida has left people searching for answers. She says scientific data and methods can help provide them. Gun-rights advocates were op- posed, saying the research would be used to bolster more gun con- trol laws. CALIFORNIA BUDGET Center for gun-violence research approved By Heather Hoelscher hhoelscher@redbluffdailynews.com @DN_Heather on Twitter CORNING An update on the So- lano Streetscape Improvement Project was presented Tuesday by City Engineer Ed Anderson and approved by the City Coun- cil with a 5-0 vote. There were two change order requests that decrease the con- tract costs by $89,236.17. The project is funded by a grant and an estimated time frame for the closure of Solano Street was discussed. Anderson said construction on the intersection at Sixth and So- lano streets will begin in about two weeks and last a month. This portion of the project will close the lanes heading west on Solano Street at Third Street through Sixth Street and at Fourth, Fifth and Sixth streets from Solano to the alleys, according to the minutes of the May 10 meeting. Detour signs will be posted ahead of where the street closes. The project's construction be- gan April 18 and is estimated to continue through Septem- ber. The project is funded by the State Transportation Improve- ment Program. Businesses in the area of con- struction remain open but some maybeinaccessiblefromthefront, so there will be a side or rear door to enter the business available. CORNING SolanoStreetprojecttoinvolveclosure Solano Streetscape Improvement Project continues in Corning on Solano Street with a closure of the street to begin in about two weeks. HEATHER HOELSCHER — DAILY NEWS By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter REDBLUFF Tehama County law enforcement tested with team members of the Northern Cal- ifornia Regional Child Abduc- tion Response Team, or CART, Thursday in hopes of becoming the 22nd nationally recognized and federally certified team. An exercise was held at the Red Bluff Community Center in which officers from the re- gion, which includes Siskiyou and Shasta counties, with two consultants from the Missing and Abuducted Children Am- ber Alert Child Abduction Re- sponse Team evaluating. Alan Wolochuk, a California Highway Patrol retiree who was the lead assessor, announced during a debriefing following the exercise that he intended to recommend the team for national certification, said Te- hama County Sheriff's Sgt. Rod Daugherty, one of the exercise organizers. Evaluators were looking at incident command structure and the management of those who served as leads in the in- cident, Wolochuk said. Evalua- tors, who work with the US De- partment of Justice in certifi- cations, had a checklist of 47 items to consider in their rec- ommendation. While there are 103 CART teams nationally, there are only 21 certified pres- ently in the nation. Evaluators pass a recommen- dation on to Amber Alert, which passes a decision onto the De- partment of Justice for the fi- nal decision. The process could take anywhere from one to two months and if it passes, the Northern California team will be the first in the state to be cer- tified, Wolochuk said. The original CART team started following the disap- pearance of a girl named Am- ber in Texas in 1996, said Te- hama County Sheriff's Lt. Yvette Borden, who served as Public Information Officer for the exercise. Tehama County officers and deputies have been working as part of a CART team for about six years, holding three field ex- ercises in the past three years to prepare with the one Thursday being the test, Daugherty said.
