Jerry Brown can keep pursuing a plan to reduce the state's prison inmate popula- tion by releasing certain non-vio- lent felons early while the court considers a legal challenge. The high court's order means Brown supporters can continue gathering signatures to qualify a measure for the November ballot while the court decides if the gov- ernor made improper, late addi- tions to a proposed juvenile jus- tice proposition. A Sacramento County judge halted the qualifying process last month after the California Dis- trict Attorneys Association filed a lawsuit challenging the late ad- ditions. Before this year's Round-Up takes place April 15-17, crash pads — foam-filled sleeves, wrapped around the top rail of each buck- ing chute — will be installed. The crash pads keep both the cowboy and the bucking horse or bull from injury, making a softer place to land in the rare occasion that a horse rears up in the chutes. The crash pads will make Round-Up contestants much safer, says James Miller, general manager of the rodeo. "We want to do everything in our power to keep cowboys and our animal athletes safe," Miller said. "The crash pads will lessen the chance for injury, and if an in- jury takes place, will reduce the severity of it." The California Highway Patrol, Red Bluff Police and the Tehama County District Attorney's office assisted the Tehama County Sher- iff's Department in the search, which included a helicopter. The suspect, who was identi- fied as John Russell Sine, was ar- rested on Noble Oaks Drive, said Public Information Officer Lt. Yvette Borden. A burglary of a Noblewood Court home was interrupted by the homeowner re- turning, at which point Sine ran and hid in a cul- vert. Sine came out when he thought law enforcement had left the area, only to be ar- rested. Sheriff's logs show the home- owner, a 56-year-old woman, re- ported about 11:15 a.m. com- ing home to the residence in the 21000 block of Noblewood Court to find a man in her home visi- ble through one of the windows. She reported he left the residence on foot, with no vehicle in sight, heading into a gully and walking south from the house. The CHP helicopter was pulled in about 11:30 a.m. and by about noon it was reported a firearm was missing from the residence, according to logs. Sine was found west of the res- idence in the north end of a cul- vert. All property missing, including a .22 caliber hand gun, a camera and three tablet computers, val- ued at $1,800, was recovered. Sine was booked into Tehama County Jail on the charges of bur- glary, possession of firearm by a felon and person prohibited from possessing ammunition. Bail was set at $300,000. The park, approved by the city in March 2014, has been under the direction of the Red Bluff Parks and Recre- ation Commission, which had decided to name the park af- ter Wintle in recognition of her efforts toward achieving a dog park. The group asked non-profit Tehama Together to take over as the fiscal agent at the Feb. 10 meeting, said Executive Di- rector Orle Jackson. Tehama Together is working to put together a committee of community members. Anyone inter- ested can contact Jackson at 529-5357. An off-leash dog park with two sections, including a fenced off section for smaller dogs, is planned on a three- quarter acre site at Trainor Park between Frey Field and Vista Preparatory Academy on Vista Way.
