At the conclusion of the public hearing, the GLFCSD board will consider adopt- ing the proposed rate increases. Oral comments at the public hearing will not qualify as formal protests unless ac- companied by a written protest. If, at the close of the public hearing, written protests against the proposed rate in- creases, as outlined above, are not pre- sented by a majority of the recorded owners of the identified parcels upon which the new rates are to be imposed, the GLFCSD board of directors will be authorized to impose the rate increas- es. If adopted, the rate increases for the water and sewer service fees are pro- posed to be effective for bills dated on or after April 1, 2010, and on each monthly utility bill thereafter. There will also be an annual consumers price in- dex applicable to the region included with the proposed rate increase. PROPOSED RATE INCREASES The board of directors of the GLFCSD and the district manager have reviewed the current water and sewer rate struc- tures and determined that an increase in the rates is necessary in order to re- cover sufficient reviews to operate and maintain the GLFCSD's Water an Sew- er system. Rates effective April 1, 2010 are as follows: Water Rates: • Monthly $21.00 base fee per meter and $1.00 for every 100 cubic feet of water used (748 gallons per cubic foot). Sewer Rates: • Monthly flat rate of $44.87 per sew- er hook-up for each residence within the district. Reasons for the Rate Adjustment: • 16 years without an increase in monthly sewer rates. • Increase revenue needed to meet ris- ing operating expenses and build capi- tal reserves for depreciable assets. • Adopt water conservation require- ments from State regulators and charge according to metered water usage. • Construct drying bed for removing ris- ing sludge in the aeration pond or trans- port to designated landfill..
