The inspector general's report describes poor record keeping, unsanitary conditions and re- peated lapses in patient care at California State Prison, Solano. The prison houses more than 3,800 medium security inmates in Vacaville, about 30 miles south- west of Sacramento. Some of the findings echo sim- ilar conditions found by correc- tions experts at a different prison in 2005. Those findings helped persuade a federal judge to seize control of the prison medical sys- STATE PRISIONS Medical care deemed inadequate Investigationfindspoor record keeping, unsanitary conditions at third prison By Julie Zeeb jzeeb@redbluffdailynews.com @DN_Zeeb on Twitter RED BLUFF The Tehama County Board of Supervisors held a study session Tuesday regarding certif- icates of compliance and legal lot creation and recognition with Attorney Andrea Leisy of Remy, Moose and Manley presenting her preliminary findings. Tehama County has been work- ing for several years on an ordi- nance that would help identify legal parcels and requirements for a certificate of compliance for those not meeting the definition of a legal parcel. The ordinance is meant to streamline the pro- cess and take what was normally a two- to three-month process down to less than a week, possibly 72 hours, Planning Director Sean Moore said at a Sept. 15 meeting. Specific questions Leisy was asked to look into included whether or not a specific section of the government code allowed the county to issue a certificate of compliance for a portion of a pre-existing parcel that had not been sold separately, what cre- ates a separate and conveyable lot and whether or not a 1926 map approved by the Tehama County Board of Supervisors in 1926 as the offical Tehama County map could be allowed as a recogniz- able map to be used in determin- ing if a lot was legal. Whether or not a certificate of compliance could be issued for a situation involving more than five parcels depends on whether the lots were validly created, sep- arately conveyed and should be taken on a case by case basis, Leisy said. Each child got to visit with Santa, take a picture with him, get a present and enjoy games and hot chocolate, donuts and other goodies. There were also two pinatas during the day and raffles including six bicycles thanks to Richardson Invest- ments and the Gold Exchange, said Daniel Munoz, event com- mittee member. Walmart on hearing about the bicycles do- nated a helmet for each bicy- cle given out. "This is a beautiful event," Munoz said. "It's amazing how people helped out. It's truly a community project. It shows the children there is good in the world and that's what this is all about." The event was put on with proceeds from the gala dinner held for the Gerber Change Awards and in partnership with three main sponsors in- cluding KIXE, Rodriguez Handyman and Welding and the Tehama County chapter of Toys for Tots. "The community really came together," Munoz said. "This is something they've been doing in Gerber for 50 to 60 years and three years ago I got involved when I found out two weeks before that the pre- vious group was going to be unable to do it." His first year there were about 150 people in attendance and there ended up not being enough toys for everyone so the next year Munoz e made a goal of collecting 300 toys, he said. "I started asking everywhere and got 700 toys," Munoz said. "We ended up giving them all out. This year we wanted to do something bigger. It's not just Gerber that attends, but Tehama County.
