Kennedy on Tuesday in a down-to-the-wire election that became a refer- endum on President Barack Obama's sweeping health care overhaul and his first year in office. A loss — or even a narrow victory — by once-favored Democrat Martha Coakley to insurgent Republican Scott Brown in this Democratic stronghold could signal big political problems for the president's party this fall when House, Senate and gubernatorial candidates are on the ballot nationwide. More immediately at stake was a critical 60th vote for Democrats to save their health care legislation and the rest of Obama's agenda. A 41st Republican in the 100-mem- ber Senate could allow the GOP to block the president's priorities with filibusters. The election transformed reliably Democratic Massa- chusetts into a battleground state. One day shy of the first anniversary of Obama's swearing-in, it played out amid a backdrop of animosity and resentment from voters over persistently high unem- ployment, industry bailouts, exploding federal budget deficits and partisan wran- gling over health care. Days before the vote, White House advisers and other Democrats in Washington began making excuses for they called a poorly run cam- paign on Coakley's part. Obama flew to Boston for last-minute personal cam- paigning on Sunday. US troops land at Haiti palace, PORT-AU-PRINCE, Haiti (AP) — U.S. troops landed on the lawn of Haiti's shattered presidential palace to the cheers of quake victims on Tuesday, and the U.N. said it would throw more police and soldiers into the sluggish global effort to aid the devas- tated country. The U.N. forces are aimed at quelling the outbursts of violence that have slowed dis- tribution of supplies, leaving many Haitians still without help a week after the magni- tude-7.0 quake killed an esti- mated 200,000 people. Looters were rampaging through part of downtown Port-au-Prince even as the Security Council voted to add 2,000 troops to the 7,000 military peacekeepers already in the country as well as 1,500 more police to the 2,100-strong international force. Haitians jammed the fence of the palace grounds to gawk and cheer as U.S. troops emerged from six Navy heli- copters. ''We are happy that they are coming, because we have so many problems,'' said Fede Felissaint, a hairdresser. Bible passages on rifle scopes WASHINGTON (AP) — Combat rifle sights used by U.S. forces in Iraq and Afghanistan carry references to Bible verses, stoking con- cerns about whether the inscriptions break a govern- ment rule that bars prosely- tizing by American troops. Military officials said the citations don't violate the ban and they won't stop using the telescoping sights, which allow troops to pinpoint the enemy day or night. The contractor that makes the equipment, Trijicon of Wixom, Mich., said the U.S. military has been a customer since 1995 and the company has never received any com- plaints about the Scripture citations. ''We don't publicize this,'' Tom Munson, Trijicon's director of sales and market- ing, said in an interview. ''It's not something we make a big deal out of. But when asked, we say, 'Yes, it's there.''' The inscriptions are subtle and appear in raised lettering at the end of the stock num- ber. Trijicon's rifle sights use tritium, a radioactive form of hydrogen, to create light and help shooters hit what they're aiming for. Health stocks lift market NEW YORK (AP) — The stock market rebounded as traders placed bets that the out- come of an election in Massa- chusetts would make it harder for President Barack Obama to make changes to health care. The Dow Jones industrial average rose 116 points to a 15-month high after falling 101 on Friday. Broader indexes also rose and demand for the safety of government debt waned. The vote Tuesday to fill the seat of late Sen. Edward M. Kennedy could shift power in the Senate if Republican Scott Brown wins. That would give Republicans the 41 votes nec- essary to block Democratic proposals, including the health care bill. Polls were set to close four hours after the closing bell on Wall Street. Rising health care stocks led the market higher as the prospect of a logjam in Wash- ington eased concerns that profits at companies like insur- ers and drug makers would suf- fer. WORLD BRIEFING
