Tuesday, April 3, 2012 – Daily News WORLD BRIEFING As Romney tries to shift toward a match- up with Obama, new action proponents took a hit Monday as a federal appeals court panel upheld Califor- nia's ban on using race, ethnicity and gender in admitting students to public colleges and universities. ney is looking for a sweep in Tuesday's three Republican primaries, expecting to tighten his grasp on the party's nomination. Regardless of the outcome in Wisconsin, Maryland and Washington, D.C., the GOP front-runner is rapidly shifting toward the general election — and the challenges of President Barack Obama's better-financed and better-organized opposition. These days, Romney is ignoring his Republican rivals and taking it to the Demo- cratic president, whom he accused Monday of ''crushing dreams'' with a ''government- centered society.'' ''He takes his political inspiration from the capitals of Europe,'' Romney told sup- porters in Green Bay, Wis., one day before the latest primaries in the GOP fight. ''His version of a perfect world is a big-spending big government.'' Romney's rhetoric aside, the grinding Republican primary, already 3 months old, has complicated his ability to re-focus his broader organization toward Obama. Aides concede that staff building and fundraising for the fall match-up are lagging. challenges await GREEN BAY, Wis. (AP) — Mitt Rom- opposition forces BEIRUT (AP) — A Gulf plan to funnel millions of dollars a month to Syrian rebels — payments earmarked for salaries for the fighters — could amount to a blank check for the opposition to build up an arsenal against President Bashar Assad's forces, analysts say. Gulf plan to fund Syrian rebels could be blank check for Although it may not be enough to turn the tide of the conflict, the money shows how Gulf nations are using their enormous oil wealth to influence the direction of the Arab Spring and exert their status as a grow- ing political force and counterweight to rival Iran. But as the violence drags on, there are concerns the promised funding could lead to even more bloodshed in the Assad regime's crackdown on an uprising that has killed 9,000 people since March 2011 and appears to be descending into a civil war with dan- gerous sectarian overtones. ''My fear is that it will be a turning point, The ruling marked the second time the 9th U.S. Circuit Court of Appeals turned back a challenge to the state's landmark voter initiative, Proposition 209, which was passed in 1996. Affirmative action proponents, who had requested that the court reconsider its 1997 decision after the U.S. Supreme Court ruled in 2003 that affirmative action could be used in college admissions, said they would con- tinue fighting. ''We think the decision is wrong,'' said Detroit attorney George B. Washington, who is representing the group of minority students and advocacy groups that filed the latest challenge in January 2010. Washington said he would ask the full appellate court to review the case since this decision was issued by a three-judge panel. Viewers will cast their votes with their morning television NEW YORK (AP) — Nearly four years clickers Tuesday. If you're a Couric fan who misses those bygone mornings on the ''Today'' show, then click to ''Good Morning America,'' where Couric, now an ABC star, is subbing all week for co-host Robin Roberts. But maybe you love the ''mama grizzly'' panache of Sarah Palin. And maybe you're still miffed by how Couric, then anchoring the ''CBS Evening News,'' went to town on Palin during the 2008 presidential race. Then tune into NBC's ''Today,'' where, during the 8 a.m. (EDT) hour, Palin will serve as a guest host at Couric's old haunt. (Take that, Katie!) Welcoming the former Alaska governor to Studio 1A is the ''Today'' show's brashest counter-move after ''GMA,'' the scrappy ratings runner-up, announced Couric's fill-in role last week. 1 World Trade Center reaches 100 floors — 4 feet short of becoming but not for the rebels,'' said Fawaz Gerges, Director of the Middle East Center at the London School of Economics. He said the conflict could become a ''war by proxy'' with powerful international players. ''No one knows what the cost of such a conflict will be on Syria and the region,'' he said. But feet not stories determine whether a shared $656M jackpot BALTIMORE (AP) — The record- breaking Mega Millions jackpot climbed to $656 million on Monday, though no one holding one of the three winning tickets has come forward yet to claim a share of the prize, officials said. Three tickets — one each in Kansas, Illi- nois and Maryland — will split the jackpot, which officials said Monday was higher than previously estimated. It is now at $656 million, after sales from the 44 state lotteries were totaled, up from the previously report- ed $640 million. That means each winner would receive roughly $218 million apiece before taxes. Winners in all three states have several months — in the case of Kansas, a year — to claim the prize. Both Maryland and Kansas allow winners to remain anony- mous, though the winner in Illinois will be identified. The three tickets matched all six numbers: 2-4-23-38-46 and the Mega Ball, 23. In Maryland, the New York Post report- ed Monday that a McDonald's employee claimed to hold the winning ticket and planned to contact lottery officials Monday. (AP) — Former NFL quarterback Ryan Leaf was arrested again Monday, just days after he posted bail on similar charges that he burglarized a home and stole prescription drugs, authorities said. Leaf was first arrested on Friday after police found oxycodone pills in his golf bag that an acquaintance later said Leaf stole from his home. Then early Monday, three days after posting a $76,000 bond, he was arrested again on accusations that he broke into another home outside Great Falls, Cen- tral Montana Drug Task Force Commander Chris Hickman said. The owners walked into the home Sun- day afternoon to find a ''tall man with an athletic build'' inside, Hickman said. The man told the owners he had the wrong address and left. The owners later discov- ered three bottles of prescription medication missing and phoned police. After describing his truck, his clothes and his ''shiny black loafers,'' they picked Leaf out of a photo lineup. A search of Leaf's home turned up 89 hydrocodone pills loose in the pocket of a bathrobe. Authorities do not believe those were the same pills that were taken from the burgled home, Hickman said.
