Local lawmakers get high marks Assemblyman Jim Nielsen (R-Gerber) and Sen. Doug LaMalfa (R-Richvale) announced Tuesday that the National Federation of Indepen- dent Business (NFIB)/California has granted them a perfect score of 100 percent as a result of their voting records in support of jobs and small businesses during the 2011 legislative year. "I am honored to be recog- nized by the NFIB for my voting record in support of small busi- nesses in California," said Nielsen. "California small busi- nesses are the backbone of our economy, the primary engine for job-creation and represent the solution to reigniting Califor- nia's struggling economy." "California is one of the most expensive states to do business," LaMalfa said. "Instead of forc- ing business owners to increase costs for unnecessary permits and fees, we should be encour- aging them to reinvest their prof- its in new employees and expanding operations." Seeking public input on salmon NOAA's Fisheries Service published in the Federal Register a draft recovery plan for threat- ened coho salmon Northern California and Southern Oregon's rivers and streams, and invit- ed the public to comment on the plan. "This draft recovery plan is the blueprint for rebuilding coho salmon species in the water- sheds of Southern Oregon and Northern Califor- nia," said Irma Lagomarsino, NOAA Fisheries Service supervisor for Northern California. "What final design and structure it takes will be in large part up to the input we receive from the local community." Coho salmon were once abundant in the rivers and streams from Cape Blanco, Oregon south to Punta Gorda, California. Habitat degra- dation, harvest, water diversion, and artificial propagation have added to the negative effects of natural events such as drought, floods, and poor ocean conditions, leading to their depletion. Even after being listed as threatened under the Endangered Species Act in 1997, the population has continued to decline. The draft recovery plan is a guidance docu- ment rather than a regulation, and identifies the activities and recovery actions that could rebuild coho populations and remove the need for pro- tection under the Endangered Species Act. The ESA requires a recovery plan be developed when a species is listed under the statute as either endangered (likely to become extinct within the foreseeable future) or threatened (likely to become endangered within the fore- seebale future). Public participation and input to the plan is essential to help ensure it succeeds in recovering and rebuilding these salmon. Draft recovery plans are always made public, and public com- ments are solicited and considered before the plan is finalized.
