Dozens of people had sought shelter at the gas station and in nearby shops in central Accra to escape the torren- tial rains at the time of Wednesday night's blast. Flooding swept fuel be- ing stored at the station into a nearby fire, trig- gering the explosion that also set ablaze neighbor- ing buildings, officials said. The West African na- tion will observe three days of mourning with flags flying at half-staff, and the government will allocate about $12 million for relief operations and to repair damaged infra- structure, President John Dramani Mahama said. TV footage earlier Thursday showed corpses being piled into the back of a pickup truck and other charred bodies trapped amid the debris. GHANA Death toll up to 150 in gas station blast, floods By Seth Borenstein The Associated Press WASHINGTON Global warming has not stopped or even slowed in the past 18 years, according to a new federal study that rebuts doubters who've claimed that heating trends have paused. Scientists at the National Oceanic and Atmospheric Administration readjusted thousands of weather data points to account for differ- ent measuring techniques through the decades. Their calculations show that since 1998, the rate of warming is about the same as it has been since 1950: about two- tenths of a degree Fahren- heit a decade. The so-called hiatus has been touted by non-sci- entists who reject main- stream climate science. Those claims have reso- nated; two years ago, the United Nation's Intergov- ernmental Panel on Climate Change felt the need to ex- plain why the Earth was not heating up as expected, list- ing such reasons as volcanic eruptions, reduced solar ra- diation and the oceans ab- sorbing more heat. "The reality is that there is no hiatus," said Tom Karl, director of the National Centers for Environmental Information in Asheville, North Carolina. He is the lead author of a study pub- lished Thursday in the peer- reviewed journal Science One key to claims of a hi- atus is the start date: 1998. That year there was a big temperature spike; some of the following years were not as hot, though even hot- ter years followed in 2005, 2010 and 2014, according to NOAA, NASA and temper- ature records kept in Eng- land and Japan. This year is on pace to break last year's global heat record. Scientists keep updat- ing the way they measure Earth's temperatures. This study focuses on the effects of the way ocean temper- atures are taken. The old way, going back genera- tions, is with ships. Some- times people would dip a bucket in the way; other times they'd measure wa- ter that came into the en- gine. They also did it at var- ious times of day. The new way is on buoys at the same time of day. Karl said the buoy measure- ments are more accurate, but can't be compared di- rectly to the ship measure- ments for a trend without making adjustments, be- cause that would be com- paring apples and oranges. So to come up with a trend using comparable numbers, NOAA increases the buoy temperatures a bit. A few years ago NOAA made similar adjustments to make land temperatures more comparable decade- to-decade. But that also caused some non-scientists who reject climate change to cry tampering. Several outside scientists contacted by The Associ- ated Press said the new and previous adjustments are sound. Kevin Trenberth, climate analysis chief at the National Center for Atmo- spheric Research, said the new work was "good and careful analysis" but only confirms what most sci- entists already knew, that there was no such hiatus. A few years ago, a group out of University of Califor- nia Berkeley — funded in part by the Charles Koch Foundation, whose founder is a major funder of climate doubter groups and the tea party— took what was ini- tially billed as a skeptical look at the previous NOAA data. But they pronounced the earlier adjustments le- gitimate. The same sci- entists now say the new NOAA adjustments are also proper. "NOAA is confirming what we have been saying for some time that the 'hi- atus' in global warming is spurious," Berkeley team chief and physicist Richard Muller said in an email. Muller said global warm- ing continues but in "many fits and spurts." John Christy of the Uni- versity of Alabama Hunts- ville, one of the minority of scientists who dispute the magnitude of global warm- ing, said the Karl paper "doesn't make sense" be- cause satellite data show little recent warming. "You must conclude the data were adjusted to get this result" of no warm- ing pause, Christy wrote in an email. "Were the adjust- ments proper? I don't know at this point." Others who reject warm- ing, especially non-scien- tists, point to satellite re- cords by Remote Sensing Systems that appear to show no change in temper- ature since 1998. Satellites measure a different part of Earth's atmosphere than ground and ocean moni- tors that NOAA, NASA and others use. By Ken Dilanian and Ricardo Alonso- Zaldivar The Associated Press WASHINGTON China-based hackers are suspected of breaking into the computer networks of the U.S. gov- ernment personnel office and stealing identifying in- formation of at least 4 mil- lion federal workers, Amer- ican officials said Thursday. The Department of Homeland Security said in a statement that data from the Office of Person- nel Management and the Interior Department had been compromised. "The FBI is conducting an investigation to iden- tify how and why this oc- curred," the statement said. The hackers were be- lieved to be based in China, said Sen. Susan Collins, a Maine Republican. Collins, a member of the Senate intelligence com- mittee, said the breach was "yet another indication of a foreign power probing suc- cessfully and focusing on what appears to be data that would identify people with security clearances." A U.S. official who de- clined to be identified said the data breach could po- tentially affect every fed- eral agency. One key ques- tion is whether intelligence agency employee informa- tion was stolen. Former government employees are affected as well. "This is an attack against the nation," said Ken Am- mon, chief strategy officer of Xceedium, who said the at- tack fit the pattern of those carried out by nation states for the purpose of espio- nage. The information stolen could be used to imperson- ate or blackmail federal em- ployees with access to sensi- tive information, he said. The Office of Person- nel Management is the human resources depart- ment for the federal gov- ernment, and it conducts background checks for security clearances. The OPM conducts more than 90 percent of federal back- ground investigations, ac- cording to its website. The agency said it is of- fering credit monitoring and identity theft insur- ance for 18 months to in- dividuals potentially af- fected. The National Trea- sury Employees Union, which represents workers in 31 federal agencies, said it is encouraging members to sign up for the monitor- ing as soon as possible. In November, a former DHS contractor disclosed another cyberbreach that compromised the private files of more than 25,000 DHS workers and thousands of other federal employees. US HACK China suspected in massive breach of US government personnel data By Robert Burns The Associated Press WASHINGTON The Obama administration is weighing a range of aggressive re- sponses to Russia's alleged violation of a Cold War-era nuclear treaty, including de- ploying land-based missiles in Europe that could pre- emptively destroy the Rus- sian weapons. This "counterforce" op- tion is among possibilities the administration is con- sidering as it reviews its en- tire policy toward Russia in light of Moscow's military intervention in Ukraine, its annexation of Crimea and other actions the U.S. deems confrontational in Europe and beyond. The options go so far as one implied — but not stated explicitly — that would improve the ability of U.S. nuclear weapons to destroy military targets on Russian territory. It all has a certain Cold War ring, even if the White House ultimately decides to continue tolerating Rus- sia's alleged flight-testing of a ground-launched cruise missile with a range pro- hibited by the treaty. Russia denies violating the treaty and has, in turn, claimed violations by the United States in erecting missile defenses. It is unclear whether Rus- sia has actually deployed the suspect missile or whether Washington would make any military move if the Russians stopped short of deployment. For now, administration officials say they prefer to continue try- ing to talk Moscow into treaty compliance. In public, administration officials have used obscure terms like "counterforce" and "countervailing strike capabilities" to describe two of its military response options, apparently hoping to buy time for diplomacy. The Pentagon declined to make a senior defense pol- icy official available to dis- cuss the issue. A spokes- man, Lt. Col. Joe Sowers, said, "All the options under consideration are designed to ensure that Russia gains no significant military ad- vantage from their viola- tion." At his Senate confir- mation hearing in Febru- ary, Defense Secretary Ash Carter noted his concern about Russia's alleged vio- lation of the 1987 Interme- diate-range Nuclear Forces, or INF, treaty. He said dis- regard for treaty limitations was a "two-way street" opening the way for the U.S. to respond in kind. The standoff speaks vol- umes about the depths to which U.S.-Russia rela- tions have fallen. And that poses problems not only for the Obama administra- tion but also for the NATO alliance, whose members in eastern Europe are es- pecially leery of allowing Russian provocations to go unanswered. Western leaders are meeting Sunday and Mon- day for a G-7 summit — from which Russian Pres- ident Vladimir Putin has been excluded — where Russian aggression will be a key topic.
