Jerry Brown said Tuesday that California needs to make about $1 billion in midyear cuts to schools and social services, as the state's revenues fell about $2.2 billion below the rosy assumptions included in the budget he signed last summer. The cuts Brown announced Tuesday are lower than previous estimates by the state's legislative analyst, which will allow the state to avoid deeper cuts to public schools. Districts are authorized to cut the school year by up to seven days, but they likely won't have to cut more than half a day because the funding cuts weren't as severe as predicted, finance director Ana Matosantos said. Still, the lower revenue will trigger automatic midyear reduc- tions to public schools, universities and colleges, Medi-Cal, and in- home support for seniors and the ''This is not the way we'd like to run California. But we have to live within our means." — Gov. Jerry Brown disabled, to take effect starting Jan. 1. Brown and Democrats in the Legislature had hoped for a $4 bil- lion increase in tax revenue through the current fiscal year, which ends June 30. The budget they passed last summer without Republican support was based on a combination of spending cuts, fee hikes and overly optimistic rev- enue projections. The Democratic governor said that following through on the cuts In Black & White By JULIE ZEEB DN Staff Writer A Red Bluff man was selected to be a part of the Top 10 percent in an inter- national competition with 14,000 images received put on by Black and White magazine. "It was very nice to get the award," said Joel Reinhard. "It was out of images worldwide and I didn't win anything, but I was in the finalist group." Reinhard, who deals only in black and white film photography, submitted three images to Black and White in 8x10 prints. The work, entitled "Winter Solstice at the Chapter House", was taken at the Abbey New Clairvaux where Reinhard has been photographing the recreation of a medieval Spanish chapter house using stones constructed for the Santa Maria de Ovila monastery during the 12th century. "It was a programmed shot and the conditions were right," Reinhard said. With his photographing of the chap- ter house construction, Reinhard had been looking at the length of the shad- ow for the shot he wanted. "I'd been watching the shadows and I knew when Winter Solstice was, which is when the shadows at that time are the longest," Reinhard said. Raised in the Cottonwood area, Reinhard moved to Red Bluff in Sep- tember 1972 for his job. A teacher on the coast for a few years following his 1968 graduation from Humboldt State University, he took a job in Mineral. When that job ended, he ended up moving to Red Bluff to take a job with the Health Department as a health inspector, he said. Reinhard has long had an interest in photography, starting when he was 15, getting his start with micrography, which is taking a photo through a microscope, he said. And the trigger cuts, See STATE CUTS, page 7A Green Barn honored by beef council Special to the DN The California Beef Council (CBC) has announced that The Green Barn Steakhouse, on the corner of Chestnut Avenue and Antelope Boulevard, in Red Bluff has been recognized as the runner-up in the 2011 Cali- fornia Beef Backer Award Contest. Established in 2000, the California Beef Backer Award recognizes restaurants that promote beef and the beef industry through innovative menuing, promotions, and delicious beef entrées that draw customers back time after time. About half of the beef sold in the United States is marketed through foodservice establishments; there- fore it is important to the beef industry that customers have a positive beef eating experience when dining out. Due to this fact, the CBC believes in recognizing restaurants that demonstrate commitment to outstand- ing beef marketing and menuing. The Green Barn Steakhouse, found in the historic city of Red Bluff, was opened in 1959 and has since been a Red Bluff favorite. The restaurant has the exte- rior of a big green and white barn, but once inside it is like stepping back in time. With the rustic feel of wood, western art, local history, and bartenders loved greatly by the community, the Green Barn is a great place to enjoy a nice steak dinner with family and friends. They are known for their steak specials that offer high-end cuts at an affordable price. "The Green Barn Steakhouse has become a Red Bluff tradition over the years," said CBC Executive Director Bill Dale. "With their friendly service, great value and high quality beef you are sure to be satisfied. They show their commitment to providing customers with a satisfying dining experience by carefully select- ing the beef used and honing in on their preparation techniques. That is what sets this restaurant apart and made them very deserving of placing as runner-up." To compete in the California Beef Backer Award contest, a restaurant has to be nominated by a Califor- nia beef rancher. A committee of beef industry leaders reviews the contest entries and bases their selection on the restaurants' beef promotion programs, beef menu applications and overall quality. Both Bully's East Restaurant and The Green Barn Steakhouse will receive monetary awards to use towards future beef purchases. The Bureau of Reclama- tion is the owner of the prop- erty and has offered it to Red Bluff or Tehama County in helping offset the economic loss of Lake Red Bluff, said Eduardo Olmedo, Grind- stone District Ranger for the U.S. Forest Service. Representatives of the city, Tehama County, Men- docino National Forest and interested citizens con- tributed ideas that would potentially create new and different recreational oppor- tunities that would generate income to cover the costs of maintaining the existing facilities. The development would take place in the north-eastern 180 acres of the property, away from the flood plain and slough areas. Since the property is owned by a government entity it will take federal leg- islation before any changes can take place.
