Asked how he was treated when he returned to the U.S., he said: "When I was in uniform people thanked and admired me, but later when the war was over, I was ignored." Ford said it took a long time to get any veteran as- sistance. California faces an esti- mated $72 billion unfunded liability — one of the big- gest in the nation — for more than 800,000 state employees and their fami- lies to provide health cov- erage once workers retire from civil service and for those who have already re- tired. The benefit, which has been phasing out of the pri- vate sector but remains a recruitment tool for govern- ment workers, has grown increasingly burdensome to taxpayers. State costs have quadrupled since 2001. The Democratic governor announced his proposal in January to negotiate with state workers to start chip- ping in half of the cost to bring down that liability. Brown wants new employ- ees to work longer in order to qualify for full retiree health benefits. "Delay in dealing with this problem has built up a massive unfunded liabil- ity," Brown spokesman Jim Evans said Monday. "The administration looks for- ward to working with the Legislature and state em- ployees on the governor's proposal."
