4B Daily News – Thursday, November 3, 2011 Greek PM explains vote to furious European leaders CANNES, France (AP) — Greece's prime minister flew to the chic French resort of Cannes on Wednesday to explain to his furious European colleagues why he was holding a surprise referendum on a bailout deal that took them all months to work out. George Papandreou's pledge to let the Greek people themselves vote has riled financial markets and threatens to derail an entire Euro- pean debt crisis plan that's not even a week old. Observers called it a ''back me or sack me'' move to make sure the Greek public will sup- port the severe austerity measures looming ahead. But a ''no'' vote in the referendum would have enormous conse- quences not just for Greece but for the rest of Europe. It could lead to a disorderly Greek default, force Greece out of the 17-nation euro- zone, topple many fragile European banks and send the global econ- omy spinning back into recession. With this in mind, French President Nicolas Sarkozy, German Chancellor Angela Merkel and top European Union officials gathered at the Palais des Festivals, site of Cannes' famous film festival, for pri- vate emergency talks ahead of a meeting with Papandreou. The pressure on Papandreou was mounting. European leaders ''will not accept'' it if Greece jeopardizes the rescue plan, Luxem- bourg Prime Minister Jean-Claude Juncker said after the first round of talks. ''All 17 of us made decisions a week ago,'' he said, urging Greece not to ''dissociate itself'' from those decisions. ''The situation is seri- ous.'' International Monetary Fund chief Christine Lagarde sought a pos- itive stance, saying after the first round of talks Wednesday in Cannes, ''Of course there are hiccups. But what is important is the resilience and determination of the euro partners ... to go over the bumps on the road. In the face of adverse circumstances, the partners stand united.'' Sarkozy's office announced yet another round of discussions about Greece for Thursday morning, with Germany, Italy, Spain, the IMF and the European Union. The talks will notably not include Greece itself. Playing hardball, eurozone officials said an (euro) 8 billion ($11 billion) loan that Greece needs within weeks to avoid bankruptcy was conditional on Greece backing the latest rescue deal. ''If these (reforms) are now being put in question in December by the referendum, then we have a completely different situation,'' a eurozone official said on condition of anonymity because of the sen- sitivity of the issue. Stocks recover after slump; Dow up 178 NEW YORK (AP) — Stock indexes closed with broad gains Wednesday as international leaders scramble to save a week- old plan to prevent a financial crisis in Europe. Strong corpo- rate earnings and a bump up in hiring by private companies also helped send markets higher after a steep two-day drop. The Dow Jones industrial average gained 178.08 points, or 1.5 percent, to close at 11,836.04. The Dow lost 573 points the previous two days after the brokerage MF Global collapsed and Greece's prime minister surprised markets and his own government with a call to put unpopular austerity mea- sures to a public vote. ''It's crazy how much the markets dropped in two days, considering that the data of the U.S. economy has actually looked pretty good,'' said Barry Knapp, head of equity strategy at Barclay's Capital. ''It just shows you how fragile the investor psychology is with Greece hanging over every- thing.'' For much of the summer, investors were worried that the U.S. economy was on the verge of another recession. But signs that consumers are continuing to spend and that manufacturing expanded in September have put many of those concerns to rest. The Federal Reserve said Wednesday the economy was likely to expand modestly over the next two years. But Fed Chairman Ben Bernanke cau- tioned that the pace of econom- ic growth will likely be ''frus- tratingly slow.'' The Fed said it would not take any more steps to help the economy for now, but it left open the possibility of more steps later. The fear of a wider financial crisis eased somewhat as the euro rose against the dollar and Treasury prices slipped. A revolt in George Papandreou's govern- ment could scuttle the Greek referendum. That would bring relief to investors by keeping the bailout plan intact. Papandreou faces a confidence vote on Fri- day. Should voters reject the aus- terity plan, it could lead to a messy default on Greece's debt that would send shock waves through Europe's financial sys- tem and likely cause massive losses for banks that hold Greek bonds. Only last week European leaders agreed to a wide-ranging plan to shore up European banks and heavily indebted countries like Greece and Italy. Papandreou traveled to France Wednesday and is sched- uled to meet with leaders of the Group of 20 nations Thursday and Friday. France and Ger- many are expected to insist that a bailout plan reached last Thursday is the best way to solve Europe's debt problems and avoid a financial crisis.
