New regulations from the Treasury Department will make inversions less lu- crative by barring creative techniques that companies use to lower their tax bill. Additionally, the U.S. will make it harder for compa- nies to move overseas in the first place by tighten- ing the ownership require- ments they must meet. "This action will signif- icantly diminish the abil- ity of inverted companies to escape U.S. taxation," Treasury Secretary Jacob Lew said. He added that for some companies consider- ing inversions, the new measures would mean in- verting would "no longer make economic sense." In an inversion, a U.S. business merges with or is acquired by a foreign com- pany in a country with a lower tax rate. President Barack Obama has de- nounced inversions as un- patriotic and has urged Congress to stop them. Monday's announce- ment puts companies on notice that Treasury will be drafting regulations to clamp down, but the new measures will take effect immediately even while those regulations are pending. That means any transactions from Tuesday onward will be subject to the tougher restrictions. With NASA's Maven spacecraft safely in orbit around Mars, the spot- light shifts to India's first mission to the red planet. The Indian spacecraft is due to slip into Martian or- bit Tuesday night (Wednes- day morning in India.) It's India's first interplanetary mission, and no nation has been fully successful get- ting to the red planet on its first try. There have been more than three dozen at- tempts, and more than half of them have failed. So U.S. scientists were re- lieved when Maven reached its destination after a 442 million-mile journey that began nearly a year ago. It joined three spacecraft, two American and one Eu- ropean, orbiting Mars. "I think my heart's about ready to start again," Ma- ven's chief investigator, Bruce Jakosky of the Uni- versity of Colorado, said early Monday. "All I can say at this point is, 'We're in or- bit at Mars, guys!'" Now the real work begins for the $671 million mission, the first dedicated to study- ing the Martian upper atmo- sphere and the latest step in NASA's bid to send astro- nauts to Mars in the 2030s. Flight controllers in Colo- rado will spend the next six weeks adjusting Maven's al- titude and checking its sci- ence instruments, and ob- serving a comet streaking by at relatively close range. Then in early November, Ma- ven will start probing the up- per atmosphere of Mars. The spacecraft will conduct its observations from orbit; it's not meant to land. Scientists believe the Martian atmosphere holds clues as to how Earth's neighbor went from being warm and wet billions of years ago to cold and dry. That early wet world may have harbored microbial life, a tantalizing question yet to be answered. Jakosky, who's with the University of Colorado's Laboratory for Atmospheric and Space Physics in Boul- der, hopes to learn where all the water on Mars went, along with the carbon diox- ide that once comprised an atmosphere thick enough to hold moist clouds.
