ByJosefFederman The Associated Press JERUSALEM Israel launched its largest offen- sive in the Gaza Strip in nearly two years, carrying out a blistering aerial as- sault Tuesday on scores of targets and killing 19 peo- ple in what officials called an open-ended operation aimed at ending weeks of heavy rocket fire. As Gaza militants unleashed sal- vos on Jerusalem and Tel Aviv, Israel mobilized forces along the border for a possi- ble ground invasion. The offensive set off the heaviest fighting between Israel and the Islamic mil- itant group Hamas since an eight-day battle in No- vember 2012. The militants fired about 160 rockets at Israel, including two inter- cepted over Tel Aviv, while Israel said it attacked more than 150 sites across Gaza. Palestinian medics re- ported at least 19 dead, including six killed in an airstrike that flattened an apartment building in southern Gaza and set off widespread panic. In a nationally televised statement, Prime Minister Benjamin Netanyahu said continued rocket attacks on Israeli communities would not be tolerated. "Therefore I have or- dered the military to signifi- cantly broaden its operation against Hamas terrorists and against the other ter- rorist groups inside Gaza," he said. "I call on you to dis- play patience because this operation could take time." Israel and Hamas are bit- ter enemies that have en- gaged in numerous rounds of fighting over the years. But until recently, they had been observing a truce that ended the previous hostili- ties in 2012. Tensions have been ris- ing since Palestinian mil- itants kidnapped three Is- raeli teenagers in the West Bank on June 12. Accusing Hamas of being behind the abductions, Israel launched a crackdown on the group's members in the West Bank and arrested hundreds of people. Hamas, which con- trols Gaza, responded by stepping up rocket fire. The situation deterio- rated last week after the bodies of the Israeli youths were found, and a Palestin- ian teenager in Jerusalem was abducted and burned to death in what Palestin- ians believe was a revenge attack. Six Jewish Israelis have been arrested in the killing, and the rocket fire from Gaza has increased in recent days. The fighting raged throughout the day. In its fiercest attack, an air- strike flattened the home of a Hamas militant in the southern Gaza town of Khan Younis, reducing the concrete structure into a smoldering pile of rubble. Panicked residents fled, screaming "God is great." Some had bloody faces, and crying mothers held small children as they ran away. Screaming Palestin- ians took away motionless bodies. Palestinian medical officials said six people, in- cluding two children, were killed. Late Tuesday, the nor- mally bustling streets of Gaza City were deserted. Fearing an Israeli ground operation, many residents from areas near the border moved to stay with relatives living deeper inside Gaza. By Bashir Adigun The Associated Press ABUJA, NIGERIA Nigeria's National Council of State is promising to deliver "some good news" very soon about more than 200 schoolgirls held captive by Islamic extremists for nearly three months. The council, made up of past presidents, state gover- nors and leaders of parlia- ment, is "satisfied the secu- rity agents know very well where the girls are located," Gov. Godwill Akpabio told reporters at a briefing. The rescue of the girls was top of the agenda at the meeting, he said, and "mil- itary authorities also con- firmed that efforts were be- ingmadeandthatverysoon we will have good news." The governor added the question is not whether the girls can be rescued but how to do it without en- dangering their lives. He said the council, led by President Goodluck Jonathan and his national security advisers, was left confident that the presi- dent and the military are "on top of the situation." Last week the Defense Ministry reported the de- tention of a businessman heading a "terrorists' in- telligence cell" who it said "participated actively" in the Chibok abductions. Tuesday's council com- mended Nigeria's military and security agents, who have been roundly criti- cized at home and abroad for their failure to swiftly rescue the girls and to curb an escalating Islamic up- rising by Boko Haram that has killed thousands. Some 276 schoolgirls were abducted April 15 from a school in northeast Chibok town. Dozens escaped and 219 still are missing. Negotiations to free the girls without a fight appear to have stalled, with Boko Haram demanding the re- lease of detained extrem- ists in exchange for the girls. Boko Haram leader Abubakar Shekau has threatened in a video to sell the girls into slavery and as child brides if his demands are not met. The extremists are be- lieved to have divided the girls into smaller groups be- ing held at different camps and possibly across borders in Cameroon and Chad, where sightings have been reported. There also have been reports that some of them have been forced to marry their captors. NIGERIA Council: 'Good news' soon on kidnapped girls By Christopher Torchia The Associated Press JOHANNESBURG Two trains collided in the South African city of Durban on Tuesday evening, injuring more than 50 passengers in an accident that officials said could have been much worse. Neither of the trains derailed and none of the passengers were trapped in the accident, said Max Magnussen, a commander at the municipal fire de- partment. "It was quite fortunate," Magnussen said. "It could have been a lot worse." He said 52 people were injured, while Russel Meir- ing, a spokesman for emer- gency responders at the scene, put the number of injured higher at 80. Mei- ring described the inju- ries as "minor to moder- ate" and said some peo- ple declined to be taken to hospitals and went home instead, which could ac- count for the discrepancy between the reported tolls. The trains were moving at a relatively slow speed when they collided, avert- ing a higher casualty toll, Meiring said. "If they were traveling at a great speed, it could have been a com- pletely different story." Injuries included lacer- ations, bruises and a few bone fractures, he said. There were no reports of fatalities. An investigation of the cause of the accident is underway. Power to the rail lines was switched off so that paramedics could work safely. SOUTH AFRICA Trains collide at slow speed, at least 50 hurt By Qassim Abdul-Zahra The Associated Press BAGHDAD Iraq's parlia- ment Tuesday officially re- scheduled its next session for early next week after crit- icism over initial plans for a five-week break, amid pres- sure for political leaders to agree on a new government that can confront militants who have overrun much of thecountry'snorthandwest. Acting parliament speaker Mahdi al-Hafidh said in a statement that after considering the "na- tional interests," the next session will be on Sunday instead of Aug. 12. He warned that any de- lay in forming a new gov- ernment "will jeopardize Iraq's security and democ- racy and will increase the suffering of Iraqis." He also called on all political rivals to "shoulder their responsi- bilities and set aside their differences to fight terror- ism to put Iraq back on the path of democracy." Al-Hafidh's statement made official what he had said late Monday was a "pre- liminary agreement" among political leaders to skip the long break and move the next session up to Sunday. Lawmakers are under pressure to quickly form a new government that can unite the country and roll back the insurgents. The leg- islature held its first session since April elections last week, but failed to agree on a new speaker, president and prime minister. Despite the decision to meet Sunday instead of next month, it still appears unlikely that political lead- ers will be able to bridge their differences in time to settle on names for the top leadership posts — partic- ularly the prime minister, with incumbent Nouri al- Maliki resisting a campaign to replace him. Al-Maliki's State of Law bloc won the largest share of seats in April's election, securing 92 out of parlia- ment's 328 seats. But he is far short of the majority needed to govern, which means he needs allies to cobble together a coalition government. His opponents — and many former allies — want him removed, accusing him of monopolizing power dur- ing his eight years in office and contributing to the cur- rent crisis by failing to pro- mote reconciliation with Sunnis. But he has vowed he will not abandon his bid for a third consecutive term.
