The Red Bluff-Tehama County Chamber of Com- merce is partnering with the Rolling Hills Casino to save the Crawdad Festival for our area. Details are still being worked out, but it will be a one day big extravaganza on Saturday, Sept. 20 at Rolling Hills Casino. Did you know that Northern California has 3 out of 80 seats in the Assembly, 2 out of 40 seats in the California Senate, 2 out of 53 in the House from California? Did you know that California is the 4th worst taxed state, and has the highest deficit nation - wide? California also has the highest personal in- come tax in the nation. Our sales tax is the highest in the nation, right along with the state gas tax. Our property taxes are the 10th highest in the na - tion. California lost 5% of its businesses last year due to high cost and over reg- ulation. We need to restore our representation to a le- gal level. We in the North State know what is best for us, not the laws and regula- tions we are forced to com- ply with - for LA require- ments. We need to utilize our God given resources to support our needs here in the North State. It's time for common sense, some - thing that is sorely lacking in the current representa- tion for our area. Would our new state have to be called Jefferson? No. That's the name of the movement. We can vote on a name when the split hap - pens. Biotechnology stocks in the Standard & Poor's 500 index rose for the first time in five days af - ter a sharp sell-off that was prompted by com- plaints from lawmakers over the cost of certain drugs. Merck and Boston Scientific were among the companies that rose. The stock market has been f lipping between gains and losses for the most of the month, as in - ve st or s h ave b ou ght stocks after every dip. While many investors are confident that economic growth will accelerate as the weather moderates fol - lowing an unusually harsh winter, they are reluctant to push stock prices higher before seeing more evi - dence that the economy is picking up. "The reasons to buy are certainly there," said Rob - ert Pavlik, chief market strategist at Banyan Part- ners, a wealth manage- ment company. "People are afraid to jump the gun." The S&P 500 rose 8.18 points, or 0.4 percent, to 1,865.62. The Dow Jones industrial average gained 91.19 points, or 0.6 per - cent, to 16,367.88. The Nasdaq composite gained 7.88 points, or 0.2 percent, to 4,234.27. Nine of the 10 indus - try groups in the S&P 500 ended the day higher. In- dustrial stocks rose the most, 0.9 percent, followed by the energy and health care sectors, which each gained 0.8 percent. Biotechnology compa - nies in the index rose 0.6 percent, led by Alexion Pharmaceuticals, which rose $3.32, or 2.2 per - cent, to $153. The index had lost 8.5 percent over the previous four days. The index has surged in the last year and is still up 45 percent over the last 12 months.
