ROGERS Assistant District Attorney Publish: March 12, 19, 26, 2014 LEGAL NOTICE PUBLIC NOTICE PROPOSED REVISION OF TITLE V PERMIT Pursuant to Rule 7:1 of the Tehama County Air Pollution Control District Rules and Regu- lations, the Air Pollution Control Officer (APCO) has made a pre- liminary decision to reissue an Operating Permit under Title V of the Federal Clean Air Act Amendments of 1990 to the Tehama County/City of Red Bluff Landfill, which is a Municipal Solid Waste Landfill located at 19995 Plymire Road, Red Bluff, CA 96080. The landfill was issued an Operating Permit on October 1, 2008, with an amended Oper- ating Permit to change source testing requirements issued on April 1, 2010. On March 29, 2013 the landfill applied to renew the Operating Permit. The proposed O perating Permit is substantial- p g l y similar to the 2010 amended Operating Permit, with addition- al requirements as a result of California AB32 requirements for solid waste facilities, and clarifi- cation of requirements for notic- ing the Air Pollution Control Dis- trict during periods of flare nonoperation. Written comments regarding the proposed decision may be submitted to Tehama County Air Pollution Control District within a period of thirty (30) days of the date of this notice. Any com- ments received will be consid- ered prior to the final determi- nation by the APCO to issue the permit. The District proposes to issue the Operating Permit on May 15, 2014. A public hearing to receive com- ment on this proposed decision has not been scheduled, but one may be requested by submitting a written request to the District within thirty (30) days of the date of this notice. A written re- quest of a public hearing must include the requester's name, mailing address, and a state- ment of the reasons for request- ing a public hearing. Grounds for requesting a public hearing should be limited to issues rele- vant to District Rule 7:1, Federal Operating Permit Program. If a public hearing is to be held, the District will provide thirty (30) days notification prior to hold- ing the requested public hear- ing.
