Therezoneeffortreceivedheavy criticism from neighbors and the TeaPartywhenitfirstcamebefore theboardinJanuary,butonTues - dayafternoonjustahandfulofres- identsshoweduptovoiceconcern. Those concerns ranged from thearea,whichisusedforlimited grazing, not being able to handle additional water, sewer and road useshouldaprojectbebuilttoan overall discontent with the Cali - forniaDepartmentofHousingand Community Development rules, whichpromptedtherezone. The land is immediately west of Red Bluff, on the east side of Baker Road, next to the Plymire andBakerroadsintersection. The rezone allows for higher de ns it y hou si ng t o be b ui lt a t a minimum density of 16 units per acre. Theboardpassedtherezone4-1. SupervisorSandraBruce,who representstheimpactedarea,was theloneobjector. Jandee Smart, whose mother, Mary Seevers Scott, was born in Gerber, is a barrel racer in the Women's Pro Rodeo Association and a five-year resident of Red Bluff. For Jandee, her route back to her m ot her 's h om et ow n ca me through Las Vegas. Jandee was raised there, graduating from high school in Vegas and attend - ing the University of Nevada-Las Vegas. She taught eighth grade English there before moving to Red Bluff, and for several years, was a substitute teacher for the Tehama County School District. Then she decided to follow her dream. Horses were what she loved, so she quit substitute teaching and began training. Jandee had trained horses, off and on, since college, but now it's primarily her way of making a liv - ing. She trains outside horses for clients and gives lessons, "any- thing and everything that re- volves around horses." She also runs barrels competitively. Isabelle Deanna Rios, 20, after pleading not guilty to child abuse charges in May 2013 and June 2013, was scheduled to stand trial this week. But at a trial readiness conference March 3, the Tehama County District Attorney's Office dismissed charges against Rios be - cause of a lack of evidence. "Based on our investigation there was no evidence that we found that would have established that Isabelle Rios was responsi - ble," District Attorney Gregg Co- hen said in a phone call Tuesday. "Certainly not responsible for the death of her child." Rios and her fiance, Daniel Lla - mas Jr., also of Red Bluff, were ar- rested May 10, 2013 on suspicion of child abuse with special allega- tions of willful harm or injury re- sulting in death after an autopsy found baby David Di Dio's death was caused by blunt force trauma to his abdomen. Llamas, who was not the baby's father, after initially pleading not guilty, pleaded guilty in January to a charge of child abuse, and a spe - cial allegation of willful harm or in- jury resulting in death was found true, according to online court records. He was sentenced to 10 years in state prison in February.
