By Nedra Pickler The Associated Press WASHINGTON » Homeown- ers living in flood-prone ar- eas are getting relief from big spikes in insurance costs under legislation President Barack Obama signed into law Friday. Lawmakers from both parties supported the mea - sure in response to angry homeow ners who faced sharp premium hikes after an overhaul of the govern - ment's flood insurance pro- gram two years ago. The 2012 rewrite was aimed at weaning those in flood-prone areas off of subsi - dized rates and required ex- tensive updating of the flood maps used to set premiums. But its implementation left homeowners along the At - lantic and Gulf coasts and in flood plains facing often unaf- fordable rate increases. The new law caps flood in- surance premium increases and allows below-market in- surance rates to be passed on to people buying homes in flood zones with taxpayer- subsidized policies. The legislation offers its greatest relief to owners of properties that were origi - nally built to code but sub- sequently were found to be at greater flood risk. Such "grandfathered" homeown- ers currently benefit from below-market rates that are subsidized by other policy- holders, and the new legis- lation preserves that status and caps premium increases at 18 percent a year. The blaze erupted at the wooden Mariner's Cover Motor Inn in this popu - lar summer resort town at around 5:30 a.m., and flames were shooting out the build- ing by the time firefighters arrived. At least one per- son leaped from a second- floor window to escape. Three people were in- jured critically. Other inju- ries included broken bones. The discovery of a fourth victim was announced Fri- day afternoon just before firefighters removed the body on a stretcher. Au- thorities said all remain- ing occupants had been ac- counted for. The victims were identi- fied as male adults, but the prosecutor's office said no positive identifications had been made yet and the cause of the blaze was unknown. The motel's office was destroyed and many records were lost, he said, making an accurate accounting difficult. Survivors described a chaotic scene. Peter Kuch said he smelled smoke and opened his door to find a lounge area engulfed in flames. He dialed 911 to seek help, and by the time the call was completed, the flames were at his door and licking at the windows. He decided to jump. "I had to, there was no other way out," he said. "My window was only open an inch and flames were already starting to come through it. There just was no other choice."
