By Seth Borenstein The Associated Press WASHINGTON » Relief may be on the way for a weather- weary United States with the predicted warming of the central Pacific Ocean brewing this year that will likely change weather world - wide. But it won't be for the better everywhere. The warming, called an El Nino, is expected to lead to fewer Atlantic hurricanes and more rain next winter for drought-stricken Cali - fornia and southern states, and even a milder winter for the nation's frigid northern tier next year, meteorolo - gists say. While it could be good news to lessen the south- western U.S. drought and shrink heating bills next winter in the far north, "worldwide it can be quite a different story," said North Carolina State University atmospheric sciences pro - fessor Ken Kunkel. "Some areas benefit. Some don't." Globally, it can mean an even hotter year coming up and billions of dollars in losses for food crops. The National Oceanic At - mospheric and Administra- tion issued an official El Nino watch Thursday. An El Nino is a warming of the central Pacific once every few years, from a combination of wind and waves in the tropics. It shakes up climate around the world, changing rain and temperature patterns. Mike Halpert, acting di - rector of NOAA's Climate Prediction Center, says the El Nino warming should de- velop by this summer, but that there are no guarantees. Although early signs are ap- pearing already a few hun- dred feet below the ocean surface, meteorologists say an El Nino started to brew in 2012 and then shut down suddenly and unexpectedly. On Thursday, two con - sumer advocacy groups often critical of corporate advertising tactics — the Campaign for a Commer - cial-Free Childhood and the Center for a New American Dream — criticized Barbie as a flawed role model for little girls and launched a petition drive urging the Girl Scouts of the USA to end the partnership. The Girls Scouts said they would not do so. Just a few weeks ago, Mattel incurred w ide - spread criticism — as well as some accolades — for let- ting Barbie be featured in Sports Illustrated's annual swimsuit edition. The Girl Scouts' part - nership with Mattel, an- nounced last August, in- cludes a Barbie-themed ac- tivity book, a website, and a Barbie participation patch — the first Girl Scout uni- form patch with corporate sponsorship. "Holding Barbie, the quintessential fashion doll, up as a role model for Girl Scouts simultaneously sex - ualizes young girls, ide- alizes an impossible body type, and undermines the Girl Scouts' vital mission to build 'girls of courage, confidence and character,'" said Susan Linn, director of the Boston-based commer - cial-free childhood organi- zation. She said the Barbie patch — targeted at 5-to-8-year- old Daisies and Brownies — would transform these girls into "walking adver - tisements." "This is product place- ment at its worst," said New American Dream's execu- tive director, Wendy Phil- leo, who described herself as a longtime admirer of the Girl Scouts. "Our children are al - ready being bombarded by marketers' pitches at stores, at home, online, on TV, and in school," said Philleo, whose Charlottes - ville, Va.-based group tries to counter the commercial- ization of American cul- ture. The Girl Scouts' national headquarters in New York rejected the groups' appeal. "Our partnership with Mattel focuses on career exploration and teaches g i rl s a b out i n spi r i n g women in a fun way," said spokeswoman Kelly Parisi. "We stand behind this part - nership, as it helps us bring to over 2 million Girl Scouts the message that they can do anything." That's the essence of the Barbie uniform patch — a bright pink oval with a gold- letter slogan stitched on it: "Be anything.
