The Associated Press WASH I NGTON » Avera ge U.S. rates on fixed mort- gages fell after three weeks of increases, edging closer to historically low levels. Mortgage buyer Freddie Mac said Thursday that the average rate for the 30-year loan declined to 4.28 percent from 4.37 percent last week. The average for the 15-year mortgage fell to 3.32 percent from 3.39 percent. A report released Tues - day by real estate data pro- vider CoreLogic showed that U.S. home prices rose 0.9 percent in January after three months of declines, as a tight supply of properties likely supported prices de - spite slower sales. Economists say such out- size price gains might not continue much longer, how- ever. The harsh winter weather of recent weeks appears to have kept the economy in check. Sales of existing homes plunged in January to the slowest pace in 18 months, hit by the weather, higher interest rates and ris - ing home prices. Signed con- tracts to buy existing homes have stayed flat for Febru- ary and January, a sign that the weak sales could persist through March and April. Mortgage rates tend to follow the yield on the 10- year Treasur y note. The 10-year note traded at 2.71 p ercent Wed ne s d ay, up from 2.67 percent a week earlier. Mortgage rates have risen about a full percentage point since hitting record lows ro ug hl y a ye ar a go . Th e in - crease was driven by spec- ulation that the Federal Re- serve would reduce its $85 billion-a-month bond pur- chases, which have helped keep long-term interest rates low. Deeming the econ- omy to be gaining strength, the Fed announced in De- cember and January that it was reducing its monthly bond purchases. To ca lcu late avera ge mortgage rates, Freddie Mac surveys lenders across the country between Mon - day and Wednesday each week. The average doesn't include extra fees, known as points, which most bor - rowers must pay to get the lowest rates. One point equals 1 percent of the loan amount. The average fee for a 30-year mortgage was un - changed at 0.7 point. The fee for a 15-year loan declined to 0.6 point from 0.7 point last week. The average rate on a one- year adjustable-rate mort - gage was unchanged at 2.52 percent. The average fee slipped to 0.3 point from 0.4 point. The average rate on a five- year adjustable mortgage fell to 3.03 percent from 3.05 percent. The fee declined to 0.4 point from 0.5 point. The acquisition is worth about $7.64 billion in cash, and pending other transac - tions could top more than $9 billion. The deal, announced late Thursday, will bring to - gether Safeway and Albert- sons, one of the five chains that Cerberus bought from Supervalu Inc. last year. It comes amid ongoing consolidation in the super - market industry, which is facing growing competition from big-box retailers, spe - cialty chains, drug stores and even dollar stores. Kroger Co., a key competi- tor, recently snapped up re- gional chain Harris Teeter. Safeway said in Febru- ary that it was looking into putting itself up for sale. T he Plea s a nt on- ba s e d company has been try - ing to adapt for some time to increased competition and recently shed some of its smaller, less profitable units, such as its Canadian operations and Dominick's stores in Chicago.
