BE IT FURTHER RESOLVED that the Board of Supervisors hereby finds and declares that such re- quired contribution payment will be fully offset by the salary increase provided by the forego- ing amendment to the Tehama County Charter, and that such required contribution payment shall therefore not be deemed to impair the contractual or other vested rights of any member of the Board of Supervisors. BE IT FURTHER RESOLVED that the Board of Supervisors further finds and declares that the abili- ty to substitute increased salary for payment of employee's share of contributions to CalPERS for elected officials dur- ing their term of office, thereby allowing them to be placed on equal footing with nonelected employees, is necessary in or- der to maintain the flexibility and integrity of the County's system of compensation for public officers and employees. NOW, THEREFORE, THE BOARD OF SUPERVISORS OF THE COUN- TY OF TEHAMA ORDAINS AS FOL- LOWS: SECTION 1.
