Arp, a Fayetteville native, is a former member of the City of Fayetteville Zoning and Planning Commissions. He has extensive knowledge of local government interagency policy development, strategic planning and business development that are certain to complement the Council’s efforts in making Fayetteville a truly “livable city.” A 20-year Army veteran, during which he was assigned to three tours of duty at Ft. Arp will assume his position on City Council in early January. I V UDO Approved by City Council A piece of monumental City legislation that will combine zoning, subdivision and development codes and help shape the way the city grows was approved by the Fayetteville City Council at their Dec. 13 regular  goes into effect July 1, 2011, although developers may choose to use the new code prior to that time. Replacing Chapters 25-Subdivisions and 30-Zoning in the City Code, which was written in 1961, the UDO ap- plies to new construction and substantial reconstruction in Fayetteville. The 540-page user friendly document provides guidance for the built form of the community, ranging from zoning to subdivision, as well as architectural and landscaping standards. For example, new provisions  compatible with established neighborhoods and large multi-family development will no longer be allowed in locations zoned for single family. The new code also requires protection of specimen and heritage trees and provides incentives to encourage  sustainable development. Sidewalks on both sides of all streets, including residential neighborhoods, are also a requirement of the UDO. “The UDO is a primary tool to implement the community’s goals contained in the 2030 Growth Vision Plan and the City’s Strategic Plan,” said Rob Anderson, Fayetteville Development Services Director. “The document is consistent with many of the Vision 2025 Guiding Principles, including A Great Place to Live; Desirable Neighborhoods; Leisure Opportunities for All; Beauty by Design; Vibrant Downtown; Vibrant Major Corridors; and Strong Local Economy.” In early 2008, the City Council directed staff to align the development code with the needs and aspirations of this fast growing city.
