This Notice of Value is for the year 2023. Below are some frequently asked questions and instructions on what to do if you disagree with the county's valuation. 1.What is a Notice of Value? a.A Notice of Value shows the property owner how the county values the land and structures on the parcel. It has two values. The first is the Full Cash Value. That value changes as it reflects what people are paying for properties and inflation / deflation in the open market for materials and labor to build structures. The second is the Limited Property Value. The Limited Property Value is what your taxes are based on. It rises 5% per year according to state statute unless the property owner has changed / added / or removed structures on their property. b.A Notice of Value also will show the property owner what their legal class is. The legal class options are primary vs non primary resident. Why does it matter? It matters because the state will pay a portion of the pri- mary taxes for primary residents. In today's economy, every cent helps. To qualify as a primary resident, you must live in your La Paz residence for more than 9 months out of the year. If you feel we have the legal classifica- tion incorrect, please let us know as soon as possible so we can fix it. 2.Why did my Full Cash Value change so much? a.In 2021, the assessor's office hired a consultant who has over 30 years of experience to undertake a massive project. For the first time in many years, the land was revalued for the entire county. The land values directly mirror the real estate market and the county has copious amounts of sales to support the new values. It is the Assessor's responsibility to accurately reflect what the land is worth and what people are paying for it in a fair and open market. We all assumed the land values would rise drastically in the county but several areas actually saw a decrease. Remember, the taxes are not based on this value but the Limited Property Value. 3.What do I do if I don't agree with my 2023 valuation? a.The property owner has 60 days to appeal the valuation. This year the deadline is May 9th, 2022. You begin the process by filling out a "Petition for Review of Valuation." The form is available at the office or online at www.azdor.gov.
