For the first time in more than 20 years, parking kiosks, which replaced meters, have been positioned around town. All on-street parking in the downtown area, including handicap parking spots, will follow standard 2-hour or 3-hour limits and are in effect from 9 a.m. to 9 p.m. weekdays. On week- ends those parking spots are free including baseball game days and other downtown events. Rates are $1.00 per hour, with a $5.00 daily maximum in the two parking decks and lots. All "Park Fayetteville" parking locations are free on Saturdays and Sun- days unless there is a Special Event taking place. In addition, parking is free before 9:00 a.m. and after 9:00 p.m. Monday through Friday. Animal Services receives award from na- tional leaders in no-kill movement e Cumberland County Animal Services Depart- ment has been recognized with the Transformation- al Change Award from Best Friends Animal Society, a national animal welfare organization dedicated to ending the killing of dogs and cats in America's shel- ters. e department received the honor for having the largest improvement in their "live release rate" (the number of animals leaving the shelter in a posi- tive outcome) for shelters intaking 2,000 to 10,000 animals per year. "is award recognizes the hard work on the part of our department, rescue groups and other partners. We are proud that over 80% of the shelter animals we received left and went to forever homes or to other organizations that help find new owners. We will continue to work to maintain a low euthana- sia rate," said Animal Services Director Elaine Smith. Animal Services is a member of the Best Friends Network, which comprises more than 3,300 animal shelters, spay/neuter organizations and other 501(c) (3) public charity rescue groups across the country working to save the lives of dogs and cats in their communities.
