4 www.DesertMessenger.com December 2, 2020 Council meeting recap Town of Quartzsite Common Council meeting recap of November 25th regular meeting: Council adopted Resolution No. 20-10 canvassing the votes of the November 3rd General Election. Council Member Karey Amon re- ceived 472 votes while Dennis Vosper received 469 votes. Mayor Norm Simpson and Council Members Bev- erly Cunningham and Starr BearCat received a majority of votes for their seats during the Primary Election subsequently not having to hold a runoff in the General Election. The Mayor and Council Members will be sworn in over the next week. Council voted to approve the pur- chase of two 2021 Ford F-250 trucks from Parker Motor Company in the amount of $75,688.76. Both trucks will have utilit beds and will be used in the public Works Department. The two older trucks will be passed down to other General fund depart- ments allowing the Town to surplus old and worn out vehicles that have required excessive maintenance and repairs. Council approved the E. Clampus Vitus organization to construct a new monument for Buck Connors in the Town Cemetery. The work will take place in March of 2021. Council voted to approve switch- ing employee health insurance to Kairos Health Arizona from CIGNA. This will save the Town from pro- jected cost increases that had been occurring with CIGNA. Kairos is structured as a non-profit offering a variety of Blue Cross Blue Shield policies covering medical, dental, vision and basic life coverages. On Thursday, November 26, 2020, at 8:48 AM, the Arizona Depart- ment of Public Safety (AZDPS) re- ceived several reports of suspects in a dark-colored car shooting at vehi- cles on State Route 95, near Parker, AZ. The description of the vehicle and suspects matched an earlier at- tempt-to-locate provided to troop- ers regarding a shooting and homi- cide in Henderson, NV. AZDPS Operational Communica- tions dispatchers provided the sus- pect vehicle description and direc- tion of travel to nearby troopers. A trooper was traveling eastbound on State Route 72 near milepost 31, when he observed a vehicle match- ing the suspect vehicle description. As the trooper was closing in on the suspect vehicle, the vehicle drove off the roadway and rolled. The sus- pect vehicle came to rest on its roof with the suspects still inside. An AZDPS sergeant arrived on the scene with the trooper as the rollover collision occurred. The sergeant and trooper performed a high-risk stop on the vehicle and gave verbal commands for the suspects to exit their vehicle. One of the suspects then presented a lethal threat to the sergeant by point- ing a handgun at him. Fearing for their lives, both the sergeant and trooper discharged their service weapons, striking one of the suspects. Nevada homicide suspect shot by DPS trooper near Bouse Ultimately, troopers were able to re- move the three suspects from the vehi- cle and secure them for medical treat- ment. Several handguns were located at the scene and inside the vehicle. The first suspect, identified as 30- year-old Shawn McDonnell, was transported to a local hospital for serious but non-life-threaten- ing gunshot injuries. The second suspect, identified as 28-year-old Christopher McDonnell, was trans- ported to a local hospital for injuries sustained in the rollover collision. The third suspect, identified as 25- year-old Kayleigh Lewis, was also transported to a local hospital for her injuries. She was later released from the hospital and booked into the La Paz County Jail. The La Paz County Sheriff's Office is overseeing the investigation into the shootings along State Route 95, near Parker. The trooper-involved shooting on State Route 72 is being investigated by AZDPS detectives with assistance from the AZDPS Mohave County Criminal Targeting Unit. AZDPS detectives are also working with the Henderson, Nevada Police Depart- ment (HPD). According to HPD, the suspects and vehicle match the descriptions of those involved in a homicide earlier in Henderson.
