Fort Hood officials released the name of Spc. Eric Steven Bogner on Monday. He was 23. Bogner joined the military as a motor transport officer in January 2008. He was assigned to Company E, 15th Combat Support Battalion, 2nd Brigade Combat Team, 1st Cavalry Bogner Division since May 2011. Bogner was deployed during Operation Iraqi Freedom from May 2011 to November 2011. His awards and decorations include three Army Achievement medals, an Army Good Conduct medal, a National Defense Service medal, a Global War on Terrorism Expeditionary medal, an Iraq Campaign medal with Campaign Star, a Global War on Terrorism Service medal, a Noncommissioned Officers Professional Development ribbon, a Army Service ribbon, a Combat Action badge and the Driver and mechanic badge with Driver Wheeled Vehicles. By JULIE ZEEB DN Staff Writer The Tehama County Safe Education and Recreation for Rural Families (SERRF) after school programs gathered this week for its annual highlights show. Corning was first up to bat with its show on Tuesday at Woodson Elementary and the Red Bluff area schools gathered Thursday at the Tehama District Fairground. The program has about 1,500 students and the theme for this year is ���Heroes for Higher Education���, SERRF Recreation Specialist Beth Birk said. In keeping with the theme, schools decorated booths, many featuring tall buildings and superheroes like Spider-Man, with a variety of activities for students to enjoy, many involving science from gravity to the exploration of substances that were both a liquid and a solid. The evening also included a $1 hot dog meal, provided by the donation of all-beef hot dogs by the Tehama County CattleWomen and served by Rotary, said SERRF Administrator Karla Stroman. A smaller gathering, Corning hosted about 200 people at it���s event, she said. ���We always plan for about 500 in Red Bluff,��� Stroman said. ���It���s a great chance for us to share our results of the program in terms of how we���re performing with parents and the community.��� Tehama County is the only county office to be recognized as a No Excuses University site, she said. No Excuses University is a program founded by Damen Lopez that is geared toward creating a cultural of universal achievement for all kids and focuses on one element at a time, including collaboration, having a good assessment plan, standards alignment and intervention. The SERRF program is also doing exceptionally well with its See UNITE, page 7A French to honor Giambroni���s efforts By JULIE ZEEB DN Staff Writer A Red Bluff man will be honored by the country of France on Friday when he is decorated with the title of Chevalier or Knight of the Legion Medal of Honor at a ceremony at the Elks Lodge. Dr. Andy Giambroni, known to many for his 50 years of service as a veterinarian in Tehama County, will be honored for his service not only to his country, but to France, his wife Bev Giambroni said. According to a letter Giambroni received from French Ambassador Francois Delattre, the Legion of Honor is an award created by Napoleon in 1802. It was created to acknowledge services rendered to France by persons of exceptional merit and is awarded by French President Francois Hollande, Delattre said in the letter. Early honorees were required to have served in the French military for 25 years, but following World War II that was changed to include awards for heroism of veterans and to comfort the families of soldiers who sacrificed their lives to protect the country. Tehama Interagency Drug Enforcement task force agents located 27.1 grams of crystal methamphetamine, which has a street value of $2,700, a TIDE press release said. Agents also discovered evidence of drug sales, cash and a .22 caliber rifle on the property. The evidence of drug sales and methamphetamine were found in the possession of Eric Wayne McDonald while the rifle was found in a separate trailer and will be sent to the lab for finger print analysis. I���m just a representative of the men and women veterans of today and yesterday. I���m just a figure of representation of the American military to receive this medal in thanks for what our people, our military and civilians, gave. I want to thank the wonderful nation of France for honoring me with this medal.��� Giambroni, drafted in 1943 at the age of 19, served as a combat infantry sergeant and trained with the 97th Infantry Division before being shipped overseas. While in Europe he served with the 50th Armored Infantry Battalion, attached to the 6th Armored Division. ���I not only fought the enemy in France, but also in Belgium, Battle of the Bulge, Luxembourg and Germany,��� Giambroni said. ���I have witnessed firsthand our dedicated, brave military that gave their body parts and the supreme sacrifices of their lives so that we can See FRENCH, page 7A The Red Bluff City Council gave the green light to city staff Tuesday to explore options to find up to $4 million in funding to finance a wastewater treatment plant project deemed essential. The project would replace a pair of aging and unreliable 45-foot-diameter secondary clarifiers with a new 80-foot version. Public Works Director Bruce Henz said under a worst case scenario the plant could end up spilling waste into the river without the redundancy. City staff was authorized to seek money from state-funded finance and grant programs. ���You do need to recognize we need to build this thing no matter what,��� Planning Director Scot Timboe told the council. Its estimated the construction of the clarifier will cost $2.7 million, with another $1.3 million in funding being sought for interest and ancillary components. Other agenda items ��� The council authorized the award of a $20,790 contract to Foam Experts Company for the repair of Red Bluff City Airport roof over the FAA office and computer facilities. The company will install a Monolithic 1piece Bio-Guard and Acrylic Coating Roof System. Airport commissioners in attendance said they supported the project. Councilman Rob Schimd, a former airport commissioner, said the city needed to make right with those leasing space at the facility. ��� The council authorized a $3,000 supplemental appropriation from the general fund to repair the steel floor of the walkin cooler at the Red Bluff Community and Senior Center. Henz said Tehama County will soon be taking over the operations of the Senior Nutrition Services and city staff wanted to leave the facilities in good condition. The county offered to split the $6,000 cost to repair the warped and worn floor. The metal floor fabrication will be provided by American Panel Corporation and the repair work will be performed by Tom Mehringer Construction Company. ��� The council awarded a $10,451 contract to BPR Concepts for a building department fees study. The city���s supporting study is seven years old and the building department���s overall function has changed dramatically since then. The study will find what the department could charge for services. State law does not allow the department to earn a See SEEK, page 7A
