The Tehama County Groundwater Management Plan was originally adopted in 1996. Since adoption, county staff, through the assistance of the AB3030 Technical Advisory Committee (TAC), a committee of knowledgeable volunteers with groundwater interests covering a variety of areas within the county, and various consultants, contracted by the Tehama County Flood Control and Water Conservation District (TCFC&WCD), has worked to improve and expand the knowledge and understanding of the local groundwater system. All efforts in regard to Plan implementation to date have been passive in nature. Inasmuch as the document has not received an update since adoption it was found to be appropriate to proceed with a plan update. The TCFC&WCD Board adopted a Resolution of Intent on January 15, 2013 to revise the Plan, directing staff to proceed with the plan update process in compliance with Water Code section 10753. The Plan update/revision will be coordinated by the TCFC&WCD Executive Director with the assistance of the TAC and input from any interested party. The draft Plan update developed by county staff and the TAC is available for review by the public at the Tehama County Public Works Department located at 9830 San Benito Ave, Gerber, CA, or at www.tehamacountypublic works.ca.gov. Revision summary: The original plan was adopted in 1996 and a significant amount of groundwater monitoring, investigation, trend analysis, and water inventory studies and analysis was completed. The knowledge and understanding gained through these efforts provide an improved baseline of information available to decision makers and the public in regard to groundwater use, trends, effects of wet and dry seasons, and approximate groundwater levels in the various basins that lie within Tehama County. The revision proposed to the Plan will add the obtained groundwater knowledge to the document and expand the information contained therein in compliance with current State Water Code revisions. All activities and proposed document revisions fall within the area of "increased information and knowledge", which is classified as "passive" activity. The goal is to provide the most relevant information possible with regard to the groundwater resource within the County, thereby providing the Board and citizens to development and implement actions that support its longevity and proper management for future generations. The anticipated timeline for revised Plan adoption is a follows: ��� January 17, 2013; draft Plan update document available for review at Tehama County Public Works office and at the above noted public works website. ��� February 26, 2013; conduct a public workshop with the TCFC&WCD Board to consider the updated/revised plan. ��� March 1, 2013; final draft plan available for review and comment on line and at the public works office. ��� April 1, 2013; close the formal public comment period and address all comments received. ��� April 16, 2013; TCFC&WCD Board conducts the public to determine whether to adopt thefinal revised Plan, and to receive and consider any written protests against adoption of the revised Plan. All interested persons are invited to attend and be heard at the April 16, 2013 public hearing. Written comments may be delivered at the public hearing, or may be delivered prior to the public hearing to the Tehama County Flood Control & Water Conservation District, 9830 San Benito Ave, Gerber, CA 96035. In accordance with Water Code sections 10753.5 and 10753.6, at any time prior to the conclusion of the public hearing, any landowner within the TCFC&WCD may file a written protest against the adoption of the plan, or withdraw a protest previously filed.
