Jerry Brown proposes to expand its use and opponents try to kill it. The fee was imposed for the first time last year and helps fund the state's firefighting agency. It has run into two new hurdles in recent weeks that are feeding criticism and uncertainty about its future. First came a disclosure that the Department of Forestry and Fire Protection funneled money from wildfire damage settlements into a special account instead of the state treasury. High School rodeo See FEE, page 7A Teen stabbed in central RB By JULIE ZEEB DN Staff Writer Red Bluff Police responded Saturday afternoon to St. Elizabeth Community Hospital for a 16-year-old Red Bluff boy who was stabbed Friday evening in Red Bluff. The boy was walking toward South Jackson Street in a vacant lot east of James Avenue, north of Reeds Avenue about 10:30 p.m. Friday when he was approached by two men in their late teens or early 20s, Sgt. Josiah Ferrin said in a press release. The 16-year-old told police he had been approached by two Hispanic men who asked him what color he claims. The boy tried to walk away, but was punched in the head by one of the men, knocking him to the ground, Ferrin said. As the boy tried to stand, the second man slashed his hand with a knife, slashing him in the back as he tried to run. The boy, who said he did not know either of the suspects, was able to escape and run to a friend's house nearby. Terry Branstad said Monday that he's heading to California in an effort to get West Coast businesses to consider setting up shop in Iowa. Calling California a "happy hunting ground," Branstad said he'll travel there this week, but the Republican declined to name the businesses he'll be courting. "What we do, we call on companies that already have an investment here and we call companies that are prospects," Branstad said, arguing that Iowa's efforts to reduce commercial taxes should make it attractive. Rick Perry to lure California companies, dismissing it as a political stunt. Riley Robbins, spokesman for Brown's office of business and economic development, said studies show that these recruiting trips have no real impact on the state's economy. "They're expecting up to ten inches of snow in Iowa this week. If I was the governor, I'd plan a trip to California too," Robbins said. A reminder of what cold, wet weather is like could be reaching the valley by this evening. Up to half an inch of precipitation could be falling on the Sacramento Valley between late tonight and into Wednesday. A special weather statement issued before dawn today by the National Weather Service, says, "A cold weather system will generate rain showers in the Central Valley from late tonight into Wednesday with the potential for some thunderstorm activity." Rainfall totals could run higher in areas hit by the thunderstorms, and "small hail and gusty outflow winds" are also expected.
