The commis- sion will be discussing proposed changes to Amending Article V Uses Per- mitted m each Zoning District and Additional Requirements and Clarifica- tions for Uses permitted in each Zoning District, Section 2 Quartzsite Zoning Article, Animal Code. A subcommittee has been work- ing since spring to create an ordinance allowing farm animals inside town limits. Public input is encouraged. Town Code presently states: "...farm animals must be maintained so as not to create or cause a nuisance and are limited to future farmers, 4-H, or similar livestock projects conducted by the occupants of the premises. Three (3) animals may be kept on two acres plus two animals for each additional acre and all livestock and poultry kept shall be kept confined to the premises by erection and maintenance of a stock tight fence and necessary cattle guard and notwithstanding any other provision only one (1) hog may be kept on the premises." The proposed ordinance being presented to the commission wishes to strike the above paragraph and amend the Town Code allowing a wide variety of animals, using a point system borrowed from the Town of Camp Verde, Arizona. The proposed ordinance text reads: **** Paragraph 4 General Agriculture Includes: B. FARM ANIMALS MAY BE KEPT IN A MANNER THAT DOES NOT CREATE OR CAUSE A NUISANCE PURSUANT TO TOWN CODE SEC- TION 6-1-5. [Section 6-1-3 of Town Code states: "Noises: It is unlawful to harbor or keep any animals that disturb the peace by loud noises at any time of the day or night.] LOTS OF ONE-HALF ACRE TO ONE ACRE MAY MAINTAIN FARM ANI- MALS TOTALING UP TO 12 POINTS EXCEPT NO HORSES, MULES, DON- KEYS OR PONIES SHALL BE ALLOWED ON LESS THAN ONE ACRE. LOTS GREATER THAN ONE ACRE MAY MAINTAIN ANY OF THE FARM ANIMALS LISTED BELOW AT THE RA TE OF 24 POINTS FOR FIRST ACRE AND 12 POINTS PER EACH ADDITIONAL ACRE. PYGMY GOATS 3 POINTS SHEEP, GOATS 4 POINTS LLAMAS 6 POINTS PIGS 6 POINTS (MAXIMUM OF 2 PER PROPERTY REGARDLESS OF ACREAGE) MINIATURE HORSES 6 POINTS PONIES 6 POINTS DONKEYS 6 POINTS HORSES 12 POINTS MULES 12 POINTS CATTLE 12 POINTS Section IV. Providing for Penalties. Any person found guilty of violating any pro- vision of this Ordinance shall be guilty of a class one misdemeanor, and upon conviction thereof shall be punishable by a fine not to exceed Two Thousand Five Hundred Dollars ($2,500) or by imprisonment for a period not to exceed six (6) months, or both such fine and imprisonment. Veterans....need a ride to Phoenix VA? Veterans in La Paz County who need a ride to their hospital appointments at the Phoenix VA hospital can take advantage of a free service from the Disabled American Veterans (DAV) chapter in Lake Havasu. The DAV has been operating a shuttle service from Lake Havasu to Phoe- nix VA for many years. Stops are along SR 95 and include Parker Dam, Parker, Quartzsite and Vicksburg Road and I-10. To take advantage of this service, you must have an appointment at the hospital prior to calling the DAV and it must be a morning appointment. The van runs every Monday and Wednesday. Due to legal issues raised ear- lier this year, DAV can no longer take veterans to "off-site" appointments into the city of Phoenix. This is a statewide decision, not a local one. Anyone wishing to make an appointment, or has further questions, please call the DAV office at 928-855-0356 between the hours of 9:30 AM and 1 PM on weekdays, or call anytime and leave a message on voicemail.
