I would also like to mention that The Salvation Army offers a free, six-month-minimum in-patient adult rehabilitation program. Its a tough, spiritually based 12-step program that includes a full day of hard work and counseling. I have seen so many people who are hopeless and helpless renewed to strong, contributing members of the community. When one shows up for intake, they have to test clean for drugs and alcohol. Maybe her son is not ready, but there may be thousands more who are reading this column. It is challenging but literally lifesaving. The rewards for those who take the walk and for the families who take it with them bring me to tears every time I witness the change and hope that come. Doug Annies Mailbox is written by Kathy Mitchell and Marcy Sugar, longtime editors of the Ann Landers column. Group gets grant to improve kayak tours The Friends of Whiskeytown is pleased to announce that it has recently received a $6,000 grant from Shasta Regional Community Foundations Redding Rancheria Community Fund for a kayak shed upgrade, phase 1, at Oak Bottom Marina. The new kayak boat house will hold the Friends of Whiskeytowns newly purchased kayak fleet and supplies in addition to providing safe storage and handling of the equipment. Since Whiskeytown National Recreation Area began offering free Ranger led kayak tours in 2001, nearly 25,000 visitors have participated in the program. "The free Kayak Program is a premier recreational opportunity that introduces the visitor to a unique park experience," said Jim Milestone, Whiskeytown National Recreation Area Superintendent. "Whiskeytown Lake provides interpretive opportunities for the American public to experience our countrys natural treasures. The tours offer families an interesting perspective from the lake surface to view the lake, the parks mountain forest, and the beautiful streams pouring into the lake." In additional to regular kayak tours offered three times a day throughout the summer, visitors are also able to experience a dramatically different landscape during moonlight kayak tours. The park also provides group tours for community groups, schools, businesses, families or other groups interested in their own Ranger led tour for a group of 12 of more. The Special Access Kayak Program allows individuals with special needs to enjoy a kayaking adven- ture. The Friends of Whiskeytown, Inc. is a 501 (c) 3 not for profit organization cooperating with the National Park Service in the stewardship of the natural and cultural resources of Whiskeytown National Recreational Area. Cooperation is provided through supporting appropriate visitor opportunities to observe, experience and understand the character of the area; working with park staff and completing special projects; and taking the lead in fundraising for special projects and events. Caltrans streamlines process to accept electronic bids Caltrans has begun a pilot program to accept contractor bids through an online electronic bidding (e-bid) system, which reduces project costs and expedites the bidding process. Previously, contractor bids had to be physically delivered to Caltrans district offices across California, depending on where the job was to be built. But with the new pilot program, bids on all contracts can also be submitted online at www.bidx.com. At present, departments of transportation in 37 states accept bids via the site. This simplifies an often-hectic process and minimizes post-bid cost adjustments, said Malcolm Dougherty, Caltrans Director. Its the right way to go. For contractors, e-bid greatly simplifies bidding on Caltrans projects. More than 600 project contracts are awarded annually, with as many as 5,000 total bids submitted. What used to be done by dispatching a person with the actual paperwork, known as a bid runner, to a local Caltrans office can now be done online instead. It will save considerable time and money for contractors involved in the bidding process, said Sam Hassoun, Director, Joint Engineering Division of Associated General Contractors of America. Subcontractors often wait until the last minute to finalize what they Reuse Facility What?: REAP the benefits of Reuse at the REAP (Reuse of Available Products) Facility. In recent months, Caltrans has trained about 100 contractors across the state on how to use the www.bidx.com interface to submit electronic bids as it transitions to an all-electronic bidding system. cause mentrual lack tion that might DEAR DOCapply to you. TEHAMA COUNTY HAS BEEN AWARDED FEDERAL FUNDS UNDER THE EMERGENCY FOOD AND SHELTER NATIONAL BOARD PROGRAM. Tehama County has been chosen to receive $37,234 in funding to supplement emergency food and shelter programs in the area. The selection was made by a National Board that is chaired by the Federal Emergency Management Agency (FEMA) and consists of representatives from The Salvation Army, American Red Cross, Council of Jewish Federations, Catholic Charities, USA, National council of Churches of Christ in the U.S.A., and the United Way of America which will provide the administrative staff and function as fiscal agent. The Board was charged to distribute funds appropriated by Congress to help expand the capacity of food and shelter programs in high-need areas around the country. A local Board made up of representatives of the Tehama County Board of Supervisors, United Way, Catholic Charities, Red Cross, Red Bluff Ministerial Associations and the homeless will determine how the funds will be distributed among the emergency food and shelter programs run by local service organizations in the area. The Local Board is responsible for recommending agencies to receive these funds and any additional funds available under this phase of the program. Under the terms of the grant from the National Board, local governmental or private voluntary organizations chosen to receive funds must: 1) be non-profit, 2) have an accounting system and conduct an annual audit, 3) practice non-discrimination, 4) have demonstrated the capability to deliver emergency food and/or shelter programs, and 5) if they are a private voluntary organization, they must have a voluntary board. Qualifying organizations are urged to apply. Applications for funding may be picked up at the Dept. of Social Services, 310 So. Main St. in Red Bluff from the Community Action Agency. The application and required attachments must be received at the address stated above no later than 4:00 p.m. January 16, 2013. Emailed copies will not be accepted. Further information on the program may be obtained by contacting the Community Action Agency at 528-4046 or by sending an email to Mike Baldwin at mbaldwin@tcdss.org
