ByKenThomasand Robert Burns The Associated Press TOKYO From two conti- nents, top Trump admin- istration officials warned Tuesday that North Korea's latest failed missile launch was a reckless act of prov- ocation and assured allies in Asia that the United States was ready to work to achieve a peaceful denu- clearization of the Korean Peninsula. While Defense Sec- retary Jim Mattis de- nounced North Korea's weapons test as he be- gan a Mideast tour, Vice President Mike Pence of- fered support to Japanese Prime Minister Shinzo Abe in Tokyo amid a trip dominated by concerns about the rogue state's nuclear intentions. "We appreciate the chal- lenging times in which the people of Japan live with increasing provocations from across the Sea of Ja- pan," Pence said after ar- riving from Seoul for talks with Abe. "We are with you 100 percent." At the outset of their meeting, Pence reiter- ated to Abe his statement in South Korea that the United States has run out of patience with Pyong- yang's moves. "While all options are on the table," Pence said, "President Trump is deter- mined to work closely with Japan, with South Korea, with all our allies in the region, and with China" to resolve the problem. "We seek peace always as a country, as does Ja- pan, but as you know and the United States knows, peace comes through strength and we will stand strongly with Japan and strongly with our al- lies for a peace and secu- rity in this region," Pence added. Said Abe: "It goes with- out saying that it is a mat- ter of paramount impor- tance for us to seek dip- lomatic efforts as well peaceable settlements of the issue." "But at the same time," the prime minister said, "dialogue for the sake of dialogue is valueless and it is necessary for us to ex- ercise pressure North Ko- rea so that it comes for- ward and engages in this serious dialogue." Mattis struck an even tougher tone on North Ko- rea in an interview with reporters traveling with him to Saudi Arabia. His language was stronger than in a written state- ment he issued shortly af- ter the launch, in which he simply said he was aware of the failure. "The leader of North Ko- rea again recklessly tried to provoke something by launching a missile," he said. The term "reckless" is one the North Koreans have used to describe on- going large-scale U.S. and South Korean military ex- ercises, which the North calls a dress rehearsal for an invasion. Mattis did not identify the type of missile but said it was not of intercontinen- tal range, meaning it could not reach U.S. territory. He did not comment on what might have caused the missile to fail. Sunday's vote gave Pres- ident Recep Tayyip Erdo- gan's "yes" camp a nar- row win for constitutional changes that will abolish the office of the prime min- ister and convert Turkey's system of government from a parliamentary to a presi- dential one. Bulent Tezcan, deputy chairman of the opposition Republican People's Party, or CHP, said the party filed a formal request seeking the referendum be annulled due to voting irregularities. He said the party would use all legal paths to challenge the vote. "We demand the cancel- lation of this referendum," Tezcan said. The opposition has listed a series of irregularities, but has been particularly outraged by an electoral board decision announced late Sunday to accept bal- lots that didn't bear the of- ficial stamps used to ver- ify they are genuine, as re- quired by Turkish law. Monitors from the Orga- nization for Security and Cooperation in Europe, who also listed numerous prob- lems, said the move under- mined important election safeguards. That drew a harsh re- buke from Erdogan and criticism from Prime Min- ister Binali Yildirim. "Efforts to cast a shadow on the result of the vote by spreading rumors of fraud are futile and in vain," Yildirim said. "The will of the people was freely re- flected into the ballot boxes and this business is over. Ev- eryoneandallsections—and the main opposition party in particular— must show re- spect. It is wrong to speak afterthepeoplehavespoken." Opposition CHP head Ke- mal Kilicdaroglu accused the electoral board of bias and of favoring the govern- ing party. "It is clear that the High Electoral Board is not re- ceiving its power from the people, the law or the con- stitution but rather from a specific center, a specific po- litical authority," he told his party's lawmakers during a speech in Ankara Tues- day. He accused the board of "changing the rules midgame." Mallya was arrested af- ter showing up at a police station early Tuesday, said a statement from the Metro- politan Police in London. At a preliminary hearing, Mal- lya was granted conditional bail and released with the case adjourned until May 17. In New Delhi, the gov- ernment hailed Mallya's arrest, saying it would not spare anyone who indulged in fraud. "Mallya will be brought back to India. The govern- ment is working toward it. No one will be spared," said Santosh Gangwar, the junior minister for finance. India's Enforcement Di- rectorate, now investigat- ing the liquor baron's debts totaling 94 billion rupees ($1.45 billion), asked a New Delhi court last year to de- mand Mallya's presence during proceedings. At the time, it said Mallya was not cooperating with investigators, and three times ignored their sum- mons to give evidence. Mallya was famous for his flashy lifestyle and lav- ish parties attended by fash- ion models and Bollywood stars. He was once hailed as India's version of British tycoon Richard Branson for his investments in a brew- ing and liquor company, an airline, a Formula One team and an Indian Pre- mier League cricket club. But he ran into trouble when he failed to returns millions of dollars of loans and left India last year amid attempts by a group of banks to recover the money. The failure of Kingfisher Airlines, which he launched in 2005, began his slippery slide into debt and triggered the collapse of several of his businesses. The Indian gov- ernment in 2012 suspended the airline's license after it failed to pay pilots and en- gineers for months. He had been living in the UnitedKingdomsinceMarch 2016 and had refused to re- turn to India to face trial. India canceled his passport and began an extradition process, asking the U.K. gov- ernmenttodeporthimtoIn- dia.Mallyawasbailedonthe condition that he surrender his passport to British po- lice, not try to leave England and Wales, reside at his own home,andnotseekanyother travel documents. LEGALNOTICE COUNTY OF TEHAMA SUMMARY OF PROPOSED ORDINANCE On Tuesday, April 25, 2017 at 10:00 a.m., the Tehama County Board of Supervisors will con- sider adoption of an Ordinance amending Chapter 9.06 pertain- ing to marijuana cultivation, as follows: • Establish a uniform limit of six plants per premises maximum, cultivated indoors only, applica- ble to both medical and "adult use" (i.e., recreational) marijua- na cultivation. • Revise the existing registra- tion process to clearly and uni- formly cover all premises upon which either medical or adult use marijuana cultivation oc- curs. • Authorize the Director of Envi- ronmental Health to waive the following existing requirements of the Marijuana Cultivation Or- dinance in appropriate cases: (1) the 100 foot property line set- back; (2) the 1,000 foot separa- tion from certain sensitive sites; (3) the prohibition on cultivation within a residence; and (4) the specific structural requirements for accessory structures used for cultivation. Only registered six-plant indoor cultivation sites would be eligible to apply for such a waiver, and waivers could be conditioned to mitigate health or safety concerns or similar matters. The Director of Environmental Health would consider such requests during the annual registration process, with appeal to the Hearing Offi- cer. • Explicitly prohibit "commer- cial" marijuana cultivation, in- cluding both medical and non- medical commercial marijuana activities, as defined in state law. (This is currently the case under Tehama County's cultiva- tion and dispensary ordinances, but is restated utilizing the new terminology in state law.) • Clarify that self-abatement of marijuana is not complete (and that penalties continue to ac- crue) until (1) the marijuana is physically removed from the premises and lawfully disposed or relocated, and (2) the grower/owner affirmatively contacts Environmental Health to notify them that abatement has been completed (including providing evidence of lawful dis- posal or relocation). • Allow lien hearings (for both abatement costs and penalties) to be conducted by the Hearing Officer. The Hearing Officer would render a recommended decision to the Board of Supervi- sors, which the Board could ei- ther summarily adopt without further hearing, or reject and consider the matter themselves. • Eliminate the criminal penalty for the ordinance, and clarify that violation is neither a misde- meanor nor an infraction. (The current $1,000/day administra- tive fine for unlawful cultivation would remain in full force and effect.)
