June 13, 2012 Perspectives Quirky Quartzsite's Contributed by Violet Kiss I am saddened by the loud/cruel op- positionists' antics. Personal agendas blur certain people's angst against the Town or any other person's specifi c items of concern. If one has a ques- tion, is not sure of how things should be, or wants to change things, there are proper and peaceful ways of obtaining those things. I have. There is a contin- gency of hate by some, a lifelong retali- ation against the Town by one, and just a lot of unhappy people who listen and grab on without any research or peace- ful means of fi nding the reality. With this, havoc occurs. Richard Abbey, unknown by many in Quartzsite, has a weekly radio-blog show on the Internet. The harping, name-calling, slandering, and totally untrue statements are ap- palling. His seething rhetoric is noth- ing but spittle and spew. I listened to it recently, was at Town meetings, and wrote the last article he ranted about. I can tell you his words were fabricated, twisted and very infl ammatory for all the people he scathed. Now let's go onto Mayor Lizarraga. I have always backed him in the past knowing he would do his research, make his own opinion for the sake of Quartzsite and follow the law. He proved this wrong at the Special Meet- ing on June 4th. He wouldn't disqual- ify Foster for disobeying a Town Ordi- nance which dictates to us that if you owe Town money, you cannot run for offi ce. No matter what Mayor Lizar- raga personally thinks of an ordinance, until it is legally removed, it is his duty as Mayor to enforce the ordinance. He is free to state his opinion and reserva- tions but it is obligation to uphold the law, as written. Mark Orgeron, an elementary school teacher, spoke harmfully about our Town and certain people in Town pa- pers, yet he claims he is here to help all of the people. Orgeron fi rst regis- tered to vote in La Paz County on June 28, 2011. The Yuma County Recorder stated on May 30, 2012, Mark Orgeron was registered in Yuma County from 10/3/2003 until 6/28/2011. Being a resident of the Town for a year before candidacy for offi ce is not a Quartzsite Ordinance, this is Arizona State Law. www.DesertMessenger.com not follow the law. What is critical here is Mark Orgeron "declared" his intent ON June 28, 2011, not before. As I said, the Yuma County Recorder verifi ed that. Where this really goes wrong is that Orgeron swears on his March, 2012 candidacy papers, that he was legally eligible then. Sorry, Mark, you declared your full-time residency late June of last year. The Mayor also wouldn't disqualify Orgeron. Jose stated Mark had 'intent' and was here longer than a year. Again, I respect Jose's opinion. He has the right to state it but this is State Law, and Jose would Page 17 After a week like yours, you need a church like ours! Changing Hearts.... Changing Lives... Through Worshiping God and Serving Others Many people working in Quartzsite commute back and forth to their pri- mary residence and never become Quartzsite residents. Some people commute back and forth each day to that primary residence. Some com- mute to their primary residence only on weekends, some only once or twice a month or maybe only on holidays and during the summer. When you have more than one residence, and have a residence in Quartzsite you MAY be eligible to be a "Quartzsite Resident". If you reside in Quartzsite (commut- ing is not residing) more than 50% of the year and you aren't registered to vote anywhere else, you declare your Quartzsite residence as your primary residence, you can become a Quartz- site resident at that point. If you re- side in Quartzsite more than 50% of the year and you want to declare your Quartzsite residence as your primary residence, but are registered to vote somewhere else, then you must fi rst decline your voter's registration in all other locations and register to vote in La Paz County. That's when you be- come a Quartzsite resident. An example of this is Jennifer 'Jade' Jones. She travelled to Quartzsite for many years, spent more than 50% of her time here for many of those years, and publicly called herself a "tran- sient". She did not become a Quartz- site resident until she registered to vote in La Paz County and declared La Paz County as her primary residence. If your primary residence on your tax return is an address other than Quartz- site, then Quartzsite is not your prima- ry residence. I'd be interested to learn if Mark Orgeron declared Quartzsite as his primary residence on his tax re- turns. It's our guess he declared his primary address as Yuma.
