OnNov.4,2014thePeo- ple of the State of Califor- nia voted to approve Prop- osition 47, titled the "Safe Neighborhoods and Schools Act." It took effect imme- diately and caused many crimes to be reduced from felonies to misdemeanors. With the passage of Prop- osition 47, most drug pos- session offenses and most theft offenses are now mis- demeanors instead of felo- nies. Any defendant convicted of a crime that was reduced to a misdemeanor pursuant to Proposition 47 now faces only six months to one year in county jail, instead of a term in state prison. Proposition 47 also al- lows for defendants con- victed of felonies, regard- less of when the offense oc- curred, to petition the court for the charge to be reduced to a misdemeanor. The Tehama County Dis- trict Attorney's Office has been adjusting its practices to conform to the law as de- termined by the voters of California. PUBLICSAFETY DA announces sentence adjustments due to Prop. 47 The Associated Press LOS ANGELES Southern California could see record- breaking high temperatures over the weekend while the rest of the country shivers, the National Weather Ser- vice reported Thursday. An enormous high-pres- sure ridge centered 800 miles offshore is moving to- ward the region. The dome- like ridge will be right over Southern California on Sat- urday and Sunday, with highs of 90 or above in Los Angeles and surrounding cities — some 20 degrees above normal for the pe- riod, said Stuart Seto with the weather service in Ox- nard. The 90-degree high for downtown Los Angeles on Saturday is expected to beat a record for the date of 88 that was set in 1951, while Sunday's high of 89 should top the previous high of 85 recorded in 1978, Seto said. Sunday is expected to be so hot that organizers of the annual LA Marathon moved up the start time by a half-hour to 6:55 a.m. Runners also will have ac- cess to ice, cold towels, misting stations and even "cooling buses." The region began warm- ing Thursday as offshore winds start heating things up, Seto said. Friday was expected to be warmer with winds continuing across Ventura and Los Angeles counties. Gusts of 30 to 40 mph were expected at the coast and in valleys with some 50-mph gusts in the mountains, ac- cording to a weather service forecast. Saturday and Sunday will be calm but scorching, forecasters said. It should be slightly cooler on Monday, but highs will still be well above nor- mal, according to the weather service. The weekend hot spell also won't do thirsty South- ern California any good. "The main thing about the heat is that it's going to ef- fect the evaporation at res- ervoirs ... and the snow- pack," Seto said. Water from melting Si- erra Nevada snowpacks is a crucial part of South- ern California's water sup- ply, but recent surveys have found the snowpacks to be far below normal. The heat wave continues a winter season that has seen an unusual number of warm months, Seto said. Longer-range global fore- casts are suggesting that March, April and May prob- ably also will see above-nor- mal temperatures all along the West Coast, he said. Los Angeles already is far below normal in rain- fall. The wettest month, February, typically gets 3.8 inches of rain, but this year the total was well under an inch, Seto said. March has received 0.87 of an inch so far and is unlikely to get much more. Los Angeles is more than 4 ½ inches of rain below normal for the water year that began on Oct. 1, Seto said. "We haven't gotten any- thing near like what we need," he said. "Not good, and this is our fourth year going into this drought."
