The fi rst class was on Tuesday evening on February 3rd from 6:30 pm to 8:30 pm. Thursday afternoon classes will begin at 3:00 pm to 5:00 pm. Square dance classes in Brenda Quartzsite Election planned for March 10 Quartzsite - Voters will be asked to ap- prove the renewal of the APS franchise agreement with the Town of Quartzsite in the special election which is coming up March 10, 2015. You are encouraged to vote "yes" to approve this measure. Here are some things you need to know to help make your decision: 1) The franchise in question is a con- tract between the Town of Quartzsite and APS, which allows APS non-exclu- sive access to the Town of Quartzsite's streets, alleys and other public rights- of-way in order to build and service their electric system. It ensure APS complies with Town regulations for use of streets safely and effi ciently. 2) A "yes" vote will not raise your elec- tric bill. It is a renewal of an agreement that has been in place with the Town of Quartzsite for over 50 years. The 25-year term agreement is required by the Arizona Constitution. If this agree- ment is passed it will be in effect until, March, 2040. 3) Your current electric bill contains a fi xed 2% Franchise Fee, collected by APS. In turn, APS returns all of the Franchise Fee revenue, presently about $80,000 annually, to the Town of Quartzsite to support important town services such as public safety, and other vital town services. 4 A "yes" vote would change the Franchise Fee to allow the Town of Quartzsite to set the fee from zero per- cent (0%) to no more than two percent (2%) in the future. 5 If the franchise is not approved, the Town and APS will evaluate whether the franchise agreement should be revised and ask for voter approval in a subsequent election, which will require additional costs for the Town of Quartzsite and APS. The Arizona Constitution requires that a municipal franchise be approved by the voters in the Town. APS has a simi- lar agreement with 53 municipalities and the 11 counties it serves in Arizona. APS has been a valued partner with the Town of Quartzsite for over 50 years. They have made a number of capital improvements recently to enhance the reliability of service in Quartzsite and surrounding areas. APS supports our community through volunteering and contribute to local charities and educational institutions. They can only continue to provide these services if they have access to our streets and other rights-of-way which is provided for in this Franchise Agreement.
