Remember last paper I mentioned that I will be talking about different parts of the all-day event? KBUX 94.3 FM 928-927-5111 http://kbuxradio.com At its meeting of August 26, 2014, the Ad Hoc Ethics Com- mittee considered six com- plaints of violation of the Eth- ics Policy by Quartzsite Mayor Ed Foster. Quartzsite Town Council met Tuesday, Septem- ber 9th and voted 6 to 1 abstain (Foster) to refer one complaint against Mayor Foster for possi- ble prosecution. The allegation is that "Mayor Foster's repeat- ed unauthorized uses of Town letterhead, after having been censured, violated Town Code Section 11-1-4." (This violation is listed as a Class One Misde- meanor in the Arizona Revised Statutes.) Council also voted 6-1 abstain (Foster) that the "Council put a restriction on reimbursed travel without prior Council approval for six months." The allegation Complaint against Foster and who's on the Nov. 4th ballot? is that Mayor Foster posted, af- ter the June 20, 2014 Council meeting, an article that attacked several people in writing and this was distributed to the public, in violation of Council Procedural Policy manual, Section IX, Legal and Ethical Standards of Con- duct, Item 4, Conduct A and H. The Committee voted to refer this to the full body of the Coun- cil for the reprimand or censure, or other action. With respect to Complaint No. 6, related to the Mayor's Message posted after the June 20, 2014 Council Meet- ing, it is alleged that he attacked Council Members and the pub- lic using his title as Mayor in the signature, in violation of the Council's Procedure Policy Man- ual, Section V, Legal and Ethical Standards of Conduct, Item No. 5, Confl ict of Interest, H. In other news the council voted to - Canvass the Votes of the Au- gust 26, 2014 Primary Election and Adopted of Resolution No. 14-07 Declaring and Adopting the Results of the Primary Elec- tion Held on August 26, 2014. The Mayor read the resolution aloud. Facts included: Norm Simpson, Robert St. Germain and Loretta Warner were elect- ed; Hal Davidson, Terry Frausto and Carol Kelley will be on the general municipal election ballot of the Town of Quartzsite; and Monica Timberlake and Bradley Trainer each received an equal number of votes, thereby requir- ing an automatic recount pursu- ant to A.R.S. § 16-661 et seq. The recount was held Fri- day, September 12th, 2014 at the Board of Supervisors Offi ce. The recount shows both candidates Monica Timberlake and Brad- ley Trainer received the same amount of votes of 164 each. The Town has declared both will be on the November 4th ballot along with Kelley, Frausto & Davidson.
