How could that be? e com- plex which used to be known as Cross Creek Court off Grove St. was demolished two years ago to make room for new apartment buildings. e $40 million project has been completed. e new living quarters replace what most re- cently was called Grove View Terrace. e FMHA has named the community Cross Creek Pointe. It features modern apartments like those off Old Wilmington Rd. that were built ten years ago in what was known as the HOPE VI project. e modern apartment buildings not only im- prove living conditions of the tenants, they signifi- cantly enhance the appearance of the neighborhood. "One reason city government supported the federal project was because Grove St. is considered a gateway to the city," Dawn Weeks said. She is execu- tive director of the housing authority. "e original project had 212 dwelling units. 56 were constructed in 1941 and the remaining 156 were built in 1950," she said. Back then, two nearly identical public housing projects were built in Fayetteville. e other was across town in a predominantly black neighbor- hood. It was named Cape Fear Court. Its intended use at the time was to serve African American fami- lies. Cross Creek Court was built for white families. e Fayetteville Housing Authority was among the first in the state to use the new Rental Assistance Demonstration program for Cross Creek Pointe. It was enacted as part of a 2012 program administered by the U.S. Department of Housing & Urban Development. e community resembles a modern apartment complex with interior streets and sidewalks and green spaces throughout. ere is no hint of the blatant post-World War II racial segregation era. But since their construction, both of the new housing projects have become occu- pied primarily by African American individuals and families. Cross Creek Pointe has two-and- three-story buildings with 272 units ranging in size from two-bedroom apartments of 1,015 square feet to three-bedroom apartments of 1,239 square feet. ere's a community building, playground and laundry facility. Weeks said during the transition process some families chose to move to other FMHA owned hous- ing units. Some moved into HOPE VI units across town, while others were issued Section 8 vouchers. Relocated families who desired to move back to the new Cross Creek Pointe community were given the option to do so. Cross Creek Pointe apartments are air condi- tioned with other modern amenities which the original apartments did not have. Weeks noted that the combined housing availability exceeds the number of original units and helps reduce the city's shortage of safe, affordable housing. e FMHA is a federal agency funded primarily by the U.S. government. Local and state grants and private funds were combined with the federal al- location to pay for the new housing. JEFF THOMPSON, Reporter. COMMENTS?
