"Our ultimate goal is to never have to euthanize an adoptable animal, and we appreciate all the help from our community partners, the Fayetteville Animal Protection Society, numerous rescue groups, our volunteers and our foster parents who make our task much lighter," said Animal Control Director Elaine Smith. Animal Control adopted out 2,829 dogs and cats in 2018 and was able to raise that number to 3,012 in 2019. e number of cats and dogs euthanized in Cumberland County dropped from 3,790 down to 3,241 from 2018 to 2019. Adoption Up, Euthanasia Down C ounty Manager Amy Cannon was recently recognized by the International City & County Management Association (ICMA) for 30 years of service to local government. e ICMA Local Government Service Awards Program recognizes and celebrates members' dedication to public service and professional management at the local level. Awards are based on the number of years of full-time employment in local government. Cannon is an ICMA Credentialed Manager. She has been the county manager since June 2014 and is the first woman to serve in that position. She previously served as the deputy county manager and assistant county manager for financial and administrative services. She was the County's finance director from 1998 to 2013. Cannon began her career in local government as an internal auditor with the City of Fayetteville and has worked for Cumberland County since May 1990. She is a Fayetteville native and graduated from Seventy-First High School. She earned an accounting degree from the University of North Carolina at Charlotte and is a North Carolina Certified Government Finance Officer.
