The bicycle landed in the middle of the intersection. The windshield of the sedan was partially caved in over the drivers side. Northbound traffic was backed up about a half-mile for 30 minutes. Nothing further was available. Local business enjoys April prank A 43-year-old man was arrested for domestic battery and possession of counterfeit bills Sunday night after getting into a fight with his wife and a family friend. Red Bluff police officers responded to the area of Lynn and Elva avenues for a reported physical disturbance, a department press release said. Officers arrived and learned that Richard Haase had battered his wife and held a knife to her body. Upon seeing this a family friend used a baseball bat to strike Haase on or near his head, reportedly to stop Haase from assaulting his wife. Haase and the man then engaged in a physical fight. Haase was arrested for domestic battery. After he By JULIE ZEEB See BAT, page 5A DN Staff Writer On Monday, the corner of Madison and Walnut streets had a bit of extra color as the little man in front of Bobs Tires received a new look. We try to do a prank on my dad every year and usually its on April Fools, said Kathy Nance, daughter of owner Bob Nance. We go in at night before and ambush the man. We wont do it every year, but this is our second time of doing it (for April Fools). Nance and her daughter, Shasta Paulson, dressed the man up as a leprechaun for St. Patricks Day one year. Even though her father tells the family not to dress the man holding a sign on his lawn up like a girl, his family has now done it twice the last time in a big pink bikini, she said. Weve been talking about Maui and we were thinking with Hawaiian dress he might takes us to Hawaii, Kathy said. Her dad, who has been in the tire business since he was 19-years-old, has been at the Red Bluff location for at least 30 years, but has been in the business for 51 years, Nance said. Pranks took place in other areas of Red Bluff. Reports were also received of signs put up on the Tehama County Courthouse lawn, which declared the building to be up for sale. Gerber-Las Flores SD may defer rate increase By JULIE ZEEB DN Staff Writer The Gerber-Las Flores Community Service District announced at its monthly meeting Thursday that it may be able to defer a planned sewer rate increase thanks to its ability to pay off a USDA loan. In March, the board was looking into a savings account it had with the county for which it was receiving an interest rate lower than the 4.5 percent interest on the loan. At that time, the board decided to pull out the money in the savings account to pay off the loan, which was for its sewer facility, District Manager Mike Murphy said. When the sewer facility 7 5 8 5 5 1 6 9 0 0 1 9 was built in 1989, the district was able to obtain the loan with repayment to be done in part by a 40-year bond that was placed on each property, he said. The early pay off of the loan will free up $42,000 a year for the board to use elsewhere, he said. In turn, it may allow them to defer the $5 rate increase originally scheduled to take place in April, which the board will discuss at its April 18 meeting, Murphy said. The good news is that were debt free, Murphy said. We could legitimately defer it because of this and still be solvent. Board Member Carol Johnston said she thinks it would be a good idea to defer it. The board discussed a new lighting project, which aims to better light the entire area within the districts See RATE, page 5A The Red Bluff City Council will meet at 7 p.m. tonight and then talk about meeting an hour earlier in the future. The council is scheduled to discuss an ordinance moving up the regular meeting time of the City Council by an hour to 6 p.m. Closed sessions would be moved to 5:30 p.m. and be continued after the regular meeting ends if needed under the plan. If adopted Tuesday the new starting times could begin as early as May 19. The council will also hold a final public hearing to discuss its proposed application for Community Development Block Grant funding. The city has proposed backing a $1.35 million plan that would help fund Alternative to Violences new emergency shelter for women and children. The city would provide a $5,000 cash match if the project receives funding. The agenda also includes discussion for authorization to purchase and install new pump drive hardware for the Reeds Creek Pump Station. The project has $30,000 budgeted for the year, but would require a $20,000 supplemental appropriation. The pump station is the citys largest sewerage pump station. It contains three pumps, two that must run simultaneously during peak flows and one that is a redundant backup. The project would replace the drive hardware for all three pumps. Two of the drives have failed earlier this year, leaving only one pump to output. The existing equipment is around 20 years ago. The installation contract would be awarded to M&J Electric according to the staff report, as an emergency repair measure.
