Cannon has hired Rawls Howard as Cumberland County's new Planning & Inspections Director effective Oct. 14. Howard is currently the Director of Planning and Community Development in Mooresville, N.C., where he is responsible for planning, code enforcement, community and economic development, historic preservation and downtown development. Howard, a native of Tarboro, has served as a planning director or manager for several different local governments of various sizes and complexity in North Carolina, including: North Wilkesboro, Greensboro, Greenville, Sunset Beach and Linville Land Harbor, as well as Cedar Park, Texas. He also spent two years in the Peace Corps and assisted with BRAC-style analysis for the Ukrainian Government, which involved redevelopment of military bases for civilian economic development purposes. Howard earned a Bachelor of Science degree in Geography and Urban Planning from East Carolina University and a Master of Arts degree in Geography from Appalachian State University. e Planning & Inspections Department has 43 employees. e department's mission is to promote a safe, stable, culturally and economically viable environment for the citizens of Cumberland County through comprehensive and coordinated planning, with the provision of responsible code enforcement and trade inspections. Howard T he Cumberland County Board of Health announced Sept. 17 at a called meeting that it has selected Dr. Jennifer R. Green to serve as the County's new Health Director effective Nov. 18. Green has been the Health Director for the Riley County Health Department in Manhattan, Kan., since 2016. During her tenure in Riley County she has developed and implemented the Health Department's strategic plan and performance management system, as well as engaged with residents in implementing policy, systems and environmental change related to health equity at the community level. She has also collaborated with multi- sector local and state partners to develop and implement County Hires New Public Health Director strategies to address the priorities in Riley County's Community Health Improvement Plan and secured new funding sources to address chronic disease, sexually transmitted diseases and opioid use and prevention. She currently serves as president of the Kansas Association of Local Health Departments. Prior to her appointment as Riley County Health Director, she was project manager with the University of Oklahoma Health Sciences Center, where she managed data collection activities for a federally-funded randomized control trial, performed longitudinal data analyses and wrote and prepared funder grant reports and project-related publications for peer review. She has worked as a health educator and health education program coordinator with Healthy Futures of Texas, a non-profit in San Antonio aimed at reducing teen and unplanned pregnancies. Green received both her Bachelor of Science in Health Science Studies and Master of Public Health in Community Health Education from Baylor University. She earned a doctorate in Health Promotion Sciences and Public Health from the University of Oklahoma Hudson College of Public Health.
