12 UCW AUGUST 15-21, 2018 WWW.UPANDCOMINGWEEKLY.COM Cape Fear River Trail Construction to Connect Eight Miles of Trails Crews will soon begin construction on a new section of the Cape Fear River Trail that will connect two segments, making more than eight miles of uninterrupted trail. CSX has sold the City an easement through their property and under their railroad tracks, allowing the City to build a bridge under those tracks overlooking the banks of the Cape Fear River. Construction is slated to begin this fall and could be completed next summer. The new bridge will connect the northern section of the Cape Fear River Trail with the southern section that was completed in the spring of last year. Once completed, the Cape Fear River Trail will run uninterrupted from the Jordan Soccer Complex to the southern end by the City's Riverside Dog Park, where Business I-95 passes over the Cape Fear River. "We are excited to be able to connect these portions of the trail," said Deputy City Manager Kristoff Bauer. "The South section heading toward the Botanical Garden is a previously untapped jewel in the city. We know this connection will make accessible a unique and valuable trail system that will soon wind more than eight miles through woods along the Cape Fear River." The funding for the bridge that will run through the CSX easement of the trail includes a Federal contribution under the Transportation Alternatives Program (TAP) in the amount of $600,000, a State of North Carolina contribution of $1,000,000 and a City of Fayetteville contribution of $150,000 (TAP requires a 20% minimum local match). In addition, another project will begin this fall to complete the final stretch of trail that connects the Cape Fear River Trial to the Linear Park Trail. Phase One of the connector trail has already been completed and runs from the Cape Fear River Trail to the wood line behind the PWC water treatment facility. That portion of the trail was completed with a $125,000 state grant from the North Carolina General Assembly. In Phase Two, which is scheduled to begin in November, a bridge, boardwalk and paved trail will be constructed that winds through the woods until it connects Phase One of the connector trail to the Linear Park Trail. The Phase Two project will be completed using another TAP grant from the federal government in the amount of $169,392, along with a $40,348 local match from the City of Fayetteville. Fire Department's Special Operations Division Recertified The Fayetteville Fire/Emergency Management Department's Special Operations Division was recently recertified. The Special Operations Division is charged with overseeing the operations of the Hazardous Material Team, the Collapse, Search and Rescue (USAR) Team and coordinating with other agencies on Emergency Management. The recertification process is conducted every five years by the North Carolina Association of Rescue and EMS. The Hazardous Material Team is currently assigned to Fire Station 1 and Fire Station 17. Each team member is required to obtain at a minimum North Carolina state certification as a Hazardous Materials Level II Technician. Additional training is obtained once a member is assigned to the team. These additional courses are specialized training in areas such as Tank Car, Highway, WMD, Hazardous Materials Operating Site Practices, Hazardous Materials Incident Commander, WMD Radiation/Nuclear School, Incident Response to Terrorist Bombing and WMD Live Agent training. In addition to handling all local hazardous materials incidents, the team is also contracted by the State as one of seven regional response teams. The team is in charge of responding to incidents that cover a 12-county area that includes: Cumberland, Bladen, Robeson, Scotland, Richmond, Hoke, Sampson, Wayne, Johnston, Harnett, Lee and Moore counties. These teams were established by the State in order to have adequate resources to respond to incidents whenever an incident exceeds local capabilities and provide technical support, manpower, specialized equipment and/or supplies. The City of Fayetteville and Cumberland County also has a Collapse Search and Rescue Team that is part of the Special Operations Division. This team is made up of members of the Fayetteville Fire Department, Fayetteville Police Department, Cumberland County Emergency Medical Services and members from Cumberland County volunteer fire departments. The team is tasked to conduct rescue operations that involve the location, rescue (extrication) and initial medical stabilization of victims trapped in confined spaces. These events can be caused by the collapse of buildings, transportation accidents or collapsed trenches. These situations can be caused by a variety of emergencies such as floods, dam failures, winter storms, technological accidents, terrorist activities and hazardous materials releases. The team also assists other communities following a major disaster. The team maintains a large cache of specialized equipment to conduct operations. This includes items that range from delicate listening devices and search cameras to heavy-duty equipment designed to break concrete or cut steel. In the event of a long deployment, the team is also equipped with tents, food and water.
