William Joseph Kinyon, a state prisoner released under AB109 according to a Shasta County Sheriff's press release, is facing the charge of attempted murder. Kinyon was driving a red pickup in Cottonwood when a CHP officer from the Red Bluff unit tried to stop the vehicle for not having headlights. Kinyon failed to yield. By JULIE ZEEB DN Staff Writer Daily News photo by Rich Greene Red Bluff Councilmen Clay Parker and Robert Sheppard Jr. take the Oath of Office Tuesday administered by Deputy City Clerk Cheryl Smith along with re-elected City Clerk Jo Anna Lopez and City Treasurer Donna Gordy. By RICH GREENE DN Staff Writer On their first night on the job, Red Bluff Councilmen Clay Parker and Robert Sheppard, Jr. saw their votes make the difference in a split 3-2 decision to hire an additional full-time employee in the streets division. "I think it's a great idea," Parker said, adding he had reviewed the city's budgets in the past few months and believed there was enough money in the transportation fund to cover the new position. "The employees are treading water," he said. Parker made the motion to authorize the hire and fellow newcomer Sheppard seconded. The rookies were joined in their yes votes by Councilman Rob Schmid, who said he would be concerned if the general fund was affected in the future. "The streets are a mess and the people of the city are saying so," Schmid said. Wayne Brown, who was elected mayor earlier in the evening, and Daniele Jackson, who was elected mayor pro tem, both voted against the hire. City staff asked for the new hire See NEW, page 7A Red Bluff Fire investigators are looking into the cause of a fire reported at 4:11 a.m. Wednesday in the 1900 block of Luning Street. The fire, which began in and was contained to the garage, has been labeled suspicious and leads are being followed up on, Red Bluff Fire Division Chief Matthew Shobash said. First units found the interior and exterior front of the garage on fire, Fire Chief Jon Bennett said. No one was home at the time of the fire, which was contained by 4:45 a.m., Bennett said. A neighbor said the occupant, who is in poor health, was renting the home and recently moved to Gerber with his 10-year-old daughter. The woman, who warned firefighters that there were oxygen tanks inside, said she spotted the fire when she was letting her dogs out just after 4 a.m. Red Bluff Fire responded with one engine, a ladder truck and 11 personnel. CalFire assisted with one engine and two personnel. Film fest to Students to perform concert tonight honor military By JULIE ZEEB DN Staff Writer The Shasta College Humanities Through Film class is holding an event in honor of Pearl Harbor Day, which is Friday. "I wanted the class to do a service project and they chose to do a militarythemed film festival," teacher Linda McCay said. Proceeds from the event, which will be 1-6 p.m. Friday at Shasta College's Red Bluff Campus, will go to victims of August's Ponderosa Fire in Manton. "The money will be given to the children to allow them to have something to buy Christmas gifts with," McCay said. "My students wanted to keep it in the community." While the class chose Friday as a tribute to Pearl Harbor, students picked 10 films that represent different wars and military conflicts that the United States has been involved in over the years, McCay said. Films include Flags of Our Fathers, Gettysburg, Hamburger Hill, The Lost 7 5 8 5 5 1 6 9 0 0 1 9 Battalion, The Patriot, Patton, Pork Chop Hill, Tora, Tora, Tora and We Were Soldiers. "The Dean of Shasta College's Red Bluff Campus (Tom Orr) has arranged for us to have rooms available at the campus," McCay said. "We'll be starting with the Revolutionary War." All the work for organizing the event, from graphics and advertising to marketing, was done by the students, she said. The local group of Civil War Reenactors will be on hand, shooting off muskets at the field and there is a possibility that the armory will be bringing military equipment, such as Jeeps, out for display, McCay said. The Tehama County Young Marines will be hosting a drill during the general intermission, which is about 3:30 p.m. McCay is already planning the spring project, a Heritage Film Festival her group put on in April, which will be showing Gone With The Wind in 2013, she said. Plans include the local Civil War reenactors and an Antebellum theme, McCay said.
