Council dissolves three volunteer boards During the regular Town Council meeting on March 27, 2018 Council members dissolved three volunteer boards due to a variety of reasons. Town Manager Jim Ferguson will be hosting meetings with the public to discuss their concerns, ideas and questions twice a month, beginning May 2nd at 2pm in the Library. MUNICIPAL LIBRARY BOARD DISSOLUTION Town Manager Ferguson indicated the Municipal Library Board has not met for about three years and that the Friends of the Library have stepped in and have been very active and very supportive of our Library. He commented that they have contributed signifi - cantly. He said we do not want to interfere with that; we believe that they take care of the needs of the Library, along with our staff, and do not need to operate under an agenda and the guidelines of the Open Meeting Law. Town Manager Ferguson said we are suggesting the prior structure of the board has outlived its purpose. Vice Mayor Warner moved to dissolve the Municipal Library Board effective immediately and Council Member BearCat seconded the motion. The vote was unanimous. HI JOLLY CEMETERY BOARD DISSOLUTION Town Manager Ferguson explained that the Cemetery Board has been very active and very supportive of the Cemetery. He commented we would like to make it more produc- tive as an administrative advisory board as nearly all advice from the members is to Town staff. He explained the Council can dis- solve the Board, but if it creates the administrative advisory board, it would be subject to the Open Meeting Law. Council Member Swart moved to dissolve the Hi Jolly Cemetery Board immediately and Council& Member& BearCat seconded& the motion. The vote was unanimous. MUNICIPAL& UTILITY& AD- MINISTRATIVE& COMMITTEE& DISSOLUTION Town Manager Ferguson said this particular committee has some other issues that are a little bit different. He explained that when it was put together in 1999, it was when the Town was fi rst being formed and they were looking for a group of citizens to help create and grow our utility system. He indicated we have evolved, as has the utility industry, in many ways. He said we have now matured to the point where creating a new utility system is unnecessary, we have a utility system, but keeping it up, maintaining it properly is still important and now calls for more professional reviews of items, so that now the Town hires profes- sional consultants for these duties. Town Manager Ferguson said he would like to meet with people that have an interest, are open, give feedback and have discussions. He noted that if an issue does come up regarding the Town's direction or policy, he can take it to the Council. Council Member Swart moved to dissolve the Municipal Utility Administrative Committee imme- diately and Council Member Gold- berg seconded the motion. The vote was unanimous. The areas of concern of these dissolved boards will now be collectively covered by the Town Manager and the pub- lic at Town Manager Meet- ings to be held the 1st and 3rd Wednesdays of each month at 2:00 p.m. in the Library Meet- ing Room beginning May 2, 2018.
