This means that alcohol, tobacco, and other substances will not be allowed anywhere on chapter- owned property, including individual bedrooms, during normal operations. There are provisions for certain events to include alcohol if properly licensed. The deadline for total compliance was set for August 2020, with a transition phase beginning now. The CA Delta RLC has embraced this decision and has taken the lead at SDSU and within SigEp. We established the phase-in year as next year and the full compliance start date to be August 2019, one full year early. The phase-in year means that all chapter-owned common areas will be alcohol and substance free, but allows an exception for men over 21 to have alcohol in their individual rooms, provided that they and the room are not sources of alcohol to other members not of drinking age. To ensure that all chapters make this move, the Grand Chapter Conclave also required all chapters to include provisions in their bylaws that codify substance-free policies and provide for escalated sanctions for members in non-compliance. CA Delta has already completed this step, making it among the first chapters in the country to reach total compliance. CA Delta chose to take the lead on this at SDSU and nationally because our brothers agree that the current practices cannot be sustained without incurring prohibitive risk and insurance costs. The CA Delta AVC Board is extremely proud of the leadership shown by the chapter and its leaders on this issue. We will do all we can to support the chapter as it navigates this transition. We are certain that membership levels will remain high and that the chapter will continue to be high- performing at SDSU and in the SigEp nation. Exemplary Service Award winner Ron Smith '69 with CA Delta Chapter Delegation.
