Previously, the Prathers’ lawyer, Bill Panzer, issued a demurrer stating he would fight the citations by arguing the city’s ban on dispensaries, collectives and other marijua- na operations is unconstitu- tional. The city has the right to control where collectives are erected, but not to ban them altogether, he said. But, according to a response filed by City Attor- ney Michael Fitzpatrick, the Prathers were never cited for violating the ban. The cita- tions were issued because the Prathers never obtained a use permit from the city, nor did they ask it to zone an area for medical marijuana collec- tives. istrative “Rather than follow admin- procedures...[the Prathers] chose to simply ‘do business’ in the zone they selected as best suiting their needs and thumb their noses Clash at Dog Island at City Hall,” according to Fitzpatrick’s response dated April 5. Donald Bird has long held that Nielsen was elect- ed without living in Gerber and was thereby elected to office illegally. Nielsen owns a home and claims residency in Gerber. He also maintains a home in Woodland, just outside the district but com- muting distance from the Capitol. “I just want people in Tehama County to know that I haven’t given up on Mr. Nielsen,” Bird said. Beloved Dr. Seuss character The Cat in the Hat will create mischief and some hilarious scenes, said senior Mariha Lowe, who brings the character to life. “I’m really excited because it’s a lot of improv,” she said. “I get to dress in a lot of disguises, but I’m still The Cat in the Hat.” Lowe, who has participated in four musicals at the school, said the cast members are very talented and well picked for their parts, and it helps that the charac- ters in the play are relatable. Sophomore Danny Sandoval, who plays Jojo, agrees that his character is easy to interpret because he sees a little of himself in the little boy he plays. Jojo is an out- cast.
