County Wins Two State Program Awards T wo Cumberland County departments have been recognized with Outstanding County Program Awards from the North Carolina Association of County Commissioners. The Cumberland County Mental Health Center won in the human services category for their Crisis Intervention Team program, which involves local law enforcement agencies and advocacy groups. The county’s Information category for its “Cumberland Matters” communications initiative that includes a weekly column in The Fayetteville Observer; a 30-minute television show on Time-Warner Cable’s Community Channel; and a section appearing twice each month in Up & Coming Weekly. The Fayetteville-Cumberland Crisis Intervention Team (CIT) is an innovative jail diversion program involving community partnerships and collaborations that has Rabies vaccination clinics for dogs and cats will be held from 4 to 6 p.m. every Tuesday and Thursday in April at three different locations each day. The cost is $10 per animal. In March County Commissioners approved a $5 increase in the vaccination fee. A $5 fee had been in place for more than 20 years. The Cumberland County Veterinarians’ Association, which provides the veterinarians, scribes and veterinary supplies to administer the vaccinations at the clinics, requested the improved services, enhanced access to a specialized law enforcement response to an individual experiencing crisis related to a mental illness, addiction disease or developmental disability. Designed as a pre-booking jail diversion program, it seeks to prevent arrest and incarceration for misdemeanor crimes and to connect consumers to treatment resources instead. Representatives from more than 15 organizations have worked together to make CIT a reality in Cumberland County. Since being implemented in 2009, 73 Cumberland’s CIT training. To date, CIT calls involving mentally ill persons in crisis. At least 28 of these would have resulted in incarceration without a specialized CIT response and successful diversion to services. This represents an estimated cost savings increase because they were not receiving enough revenue at the clinics to cover their expenses. State law requires that “The owner of every dog and cat over four months of age shall have the animal vaccinated against rabies.” In Cumberland County, owners dogs and cats which have not been vaccinated in accordance with this law are subject to a $100 civil penalty. To remain properly immunized, a dog or cat must receive two of operation and a projected savings for Cumberland County of more than $1 million in the next year.
