(AP) — Using the foren- sic science mimicked on television crime dramas, investigators in Kentucky revealed evidence of a gruesome crime: A woman shot to death and scalped, the only evidence the telltale markings on what remained of her skull. Detectives in a lab determined she was a tall woman, likely of Native American descent. And she was killed in modern times — her teeth showed evidence of fillings and other dental work far too advanced for this to be a pioneer-era killing. But that's where the trail runs cold. Board, apartment NEW YORK (AP) — A hip-hop mogul who man- aged Sean ''Diddy'' Combs, 50 Cent and Mariah Carey was found dead in his New York City apartment Thursday in an apparent suicide, police said. Chris Lighty, 44, was Chris Lighty found dead in his NYC discovered at his home in the Bronx with a gunshot wound to the head, and was pronounced dead at the scene, police said. No note was recovered, but a 9 mm handgun was found at the scene and there was no sign of forced entry, said Paul Browne, chief spokesman for the New York Police Department. The Planning Commission of the County of Tehama will hold a public hearing on Rezone #11-03, GENERAL PLAN IMPLEMENTATION, which includes the proposed enactment of an Ordinance that makes comprehensive text amendments to Title 1 and Title 17 of the Tehama County Code and adopts a revised Zoning Map of Tehama County, to implement the Tehama County General Plan Update 2009-2029. On March 31, 2009, the Tehama County Board of Supervisors adopted Resolution 22-2009, approving General Plan Amendment #2009-1A (the "Tehama County General Plan Update 2009-2029"), thereby superseding and replacing the 1983-2003 Tehama County General Plan. The County General Plan is a comprehensive, long- term general plan for the physical development of the unincorporated areas of Tehama County (excluding state and federal lands). The general plan and its maps, diagrams, and development policies form the basis for the County's zoning, subdivision, and public works actions. Rezone #11-03, GENERAL PLAN IMPLEMENTATION, makes substantive text revisions to the Tehama County Zoning Code (Title 17 of the Tehama County Code) to implement the General Plan Update, including revising and replacing the existing agricultural zoning district designations and provisions, implementing new provisions related to Williamson Act contracted properties, adding new standards and permitting processes for agricultural tourism and related operations, and making various additional changes to other portions of Title 17 and to the related definitions contained in Title 1 of the Tehama County Code. Rezone #11-03, GENERAL PLAN IMPLEMENTATION, also replaces the former Sectional District Maps with a new Zoning Map of Tehama County depicting the zoning districts for each parcel in the unincorporated area of Tehama County. The revised Zoning Map incorporates zoning district changes for numerous properties countywide to reflect land use designation changes in the General Plan Update and the revised zoning provisions of Title 17. The properties affected by Rezone #11-03 include every parcel in the unincorporated area of Tehama County, shown on this map: ENVIRONMENTAL REVIEW: The project is exempt pursuant to Public Resources Code §21083.3 and CEQA Guidelines §15183 (Projects Consistent with a Community Plan, General Plan, or Zoning). CEQA provides that projects which are consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified shall not require additional environmental review, except as might be necessary to examine whether there are project specific significant effects which are peculiar to the project or its site. Rezoning actions consistent with an adopted General Plan for which an EIR was certified are specifically included in this provision. Rezone #11-03 does not propose substantial changes that would require changes to the General Plan Update EIR, and the proposed actions are consistent with the applicable General Plan Policies and are within the development density established by the General Plan Update in the applicable land use designations. There are no environmental effects peculiar to the properties affected by this rezoning project, and all of the other criteria set forth in Guidelines §15183 are met.
